Position Summary:

Responsible for oversight and administration of all matters related to the financial operations of the agency’s grants and awards: Supervision of Budget Analysts, financial reports to funders, contract and program budgets, vouchering for contracts and fees, oversees agency budget preparation and management. This position works closely with the Accounting Manager and other Finance staff. Performs other duties as assigned by the CFO.

This position will develop program and grant budgets in coordination with the development team, program management, and Budget Analysts. Serving as a liaison between Finance and program staff, strong interpersonal skills are a must for this position. The Director takes responsibility, in partnership with program staff, in managing the financial operations of one or more program areas, enabling programs to achieve their intended outcomes while also achieving acceptable bottom-line results on an annual basis. This is a hands-on role as the overseeing budget analyst/fiscal contact for certain programs.

Direct Supervisor: CFO

Responsibilities:

  • Oversees contract and program budget preparation and modifications. Heavily contributes to the RFP process.
  • Oversees all program spending including approving purchase orders and invoices, and monitors milestone performance.
  • Compare budgets to actual results with a view to identifying, explain, and correct variances as appropriate providing strong support to programs.
  • Oversees annual budgeting process and continual reforecasting in a hands-on manner.
  • Monitor budget allocations, expense allocations, and related financial activities within specific funding sources ensuring that allocations are accurate, expenses are within budget and fiscal practices are followed.
  • Teams with Accounting Manager and Finance staff to ensure accuracy of payroll allocations within payroll system and general ledger.
  • Oversight and/or preparation of contract vouchers. Maintains strong relationships with funders.
  • Prepares periodic funder reports including quarterly federal grant reporting and MWBE expenditures reporting.
  • Monitor grants and contract compliance.
  • Manage Grants Receivable and collections.
  • Identify and act upon outstanding collectibles in coordination with finance staff.
  • Team with the Director of Administration to expedite registration of contracts.
  • Hiring, directing, and professional development of Budget Analysts.
  • Ensures strong internal controls in all financial matters.
  • Point of contact for funder audits and assists heavily with the agency’s annual audit in collaborating with the Accounting Manager.
  • Coordinates meetings and oversees the preparation of financial reports for presentation within Grants Management meetings and recurring meetings with programs.
  • Develop and enhance systems for contracts and grants administration, using technology wherever possible to streamline operations.
  • Continually participates in and identifies training to continually strengthen competencies. Other duties as assigned by supervisor.

Qualifications:

  • Experience in budgeting and financial management of multiple government grants and contracts in a nonprofit setting highly desired.
  • BA or BS with preference for a major in accounting, finance, or another quantitative field or supplemented by experience.
  • Analytical skills and critical thinking abilities required.
  • Experience using Sage Intacct accounting software highly desired.
  • Experience in the criminal justice field or human services a plus. Proficient in MS Office and databases; knowledge of not-for-profit accounting software.
