The Community Service Society (CSS) seeks a dynamic, mission-driven, experienced professional to provide quality assurance and contract management services for the Health Initiatives Department. The Community Service Society (CSS) is an independent, not-for-profit organization that has been at the forefront of public policy innovations that support low-income New Yorkers for more than 175 years. CSS runs several statewide programs that help consumers find and enroll in health coverage under the Affordable Care Act. It also runs Community Health Advocates (CHA), a statewide health consumer assistance program offering health insurance assistance through a toll-free central hotline and a network of specialist agencies and community-based organizations (CBOs) which can help consumers and small businesses in the communities where they live and work. These services are free for New York health care consumers and small businesses.

CSS is hiring a Junior Contract Manager to join the CSS statewide Facilitated Enrollment Program for the Aged Blind Disabled (FE-ABD) program. The CSS FE-ABD program works with 24 Community Based Organizations (CBOs), serving all 62 counties throughout New York State. The Junior Contract Manager will help manage contracts with CSS’s CBO partners and conduct quality assurance on Medicaid applications prepared by staff at the CBOs.


Job Description:

  • Assist with the management of contracts of CBOs providing in-person enrollment services.
  • Conduct quality assurance reviews of applications completed by facilitated enrollers at CBOs;
  • Conduct site visits to CBOs throughout New York to observe enrollment services and provide technical assistance;
  • Provide basic technical assistance to community-based facilitated enrollers;
  • Assist with the development of training materials, educational materials and resources (one-pagers) for facilitated enrollers.
  • Assist with the coordination and facilitation of monthly meetings and case clinics;
  • Maintain thorough case records of services provided;
  • Other responsibilities identified by Supervisor.

Job Requirements:

  • College degree in public health, social work, public administration preferred but not required;
  • Experience assisting consumers access health insurance, health care or public benefits;
  • Microsoft Office proficient;
  • Experience using SalesForce database or other case management system strongly preferred;
  • Ability to write clearly, concisely and keep detailed notes of all communications;
  • Ability to travel occasionally within New York State preferred;
  • Strong written communication skills.
  • Experience working in nonprofit, mission-driven, or public policy agencies is strongly preferred.

Salary and Benefits: This position is union represented by local 1199 SEIU with an annual salary of $68,204.54 and comprehensive medical, dental, and vision coverage provided by 1199. Community Service Society provides a comprehensive employee benefit package including life, AD&D, and long-term disability insurance, 403b retirement savings plan, defined benefit retirement plan, flexible spending accounts, commuter benefit plan, EAP, and more in addition to paid holidays, vacation, sick, and personal days.

CSS is currently operating in a hybrid work environment consisting of two days in the office and three days remote.
