The Safer Foundation is a social service provider to individuals with arrest and conviction records. Through a full range of services, including case management, educational instruction and advocacy, we focus on preparing individuals for the world of work by helping them find and keep productive and meaningful employment.


General Summary: The Program Manager will report to the Director of Supportive Reentry Services and will play a pivotal role in the operational success and expansion of Safer’s Supported Employment services. This role is designed to ensure the seamless integration of employment services into the treatment and recovery plans for individuals who are unemployed or seeking training, particularly those with arrest or conviction records. The Program Manager will oversee the daily operations of the Supported Employment program, support the growth of Safer’s network of employer partners, supervise employment specialists, and coordinate with internal and external stakeholders.

Essential Duties and Responsibilities:

Stakeholder Interface and Service:

  • Manage a caseload of up to 15 individuals as needed, particularly during program start-up or high-demand periods.
  • Serve as the primary contact for coordination with internal departments and external partners.
  • Communicate regularly with clinical supervisors to integrate services, address program issues, and advocate for employment opportunities.
  • Participate in relevant committees and stakeholder forums to address workforce challenges related to behavioral health and justice-involved populations.
  • Conduct regular staff meetings, develop collaborative processes, and remove barriers to facilitate program effectiveness.
  • Monitor and address performance proactively with corrective actions and training as needed.


Stakeholder Outreach and Recruitment:

  • Assist in planning and implementing the supportive employment foundation within Safer’s Counseling and Wellness Center.
  • Provide direct supervision and support to employment specialists, promoting professional growth and development.
  • Facilitate weekly supervision meetings to review client cases, coordinate with the treatment team, and address any programmatic challenges.
  • Educate and outreach to employers about the program, enhancing community and employer engagement.
  • Manage the process of connecting individuals referred for substance use treatment to employment opportunities.
  • Oversee the assignment of new referrals to employment specialists and ensure effective one-on-one client engagement.
  • Liaise with other department coordinators and workforce development partners to facilitate program integration and support.


Tracking, Documentation, and Reporting:

  • Collaborate with partners and treatment staff to incorporate employment goals into patients' treatment plans.
  • Monitor client files, coordinate case management, and ensure effective handoffs and discharges.
  • Work with the Director to establish performance expectations for specialists and track program outcomes.
  • Development and analyze programmatic and fiscal reports to assess and improve program performance.
  • Ensure adherence to best practice models and federal assessment requirements for supportive employment programming.
  • Ensure development, training, and periodic review of processes and procedures. Continuously seek to improve knowledge and practices in the field.


Required Knowledge, Skills, and Abilities:

  • Strong understanding of supportive employment models and workforce development strategies.
  • Excellent interpersonal and communication skills, with a demonstrated ability to build and maintain relationships with diverse stakeholders.
  • Ability to manage multiple tasks and priorities in a dynamic environment.


Education and Experience:

  • Bachelor’s degree in Social Work, Human Services, Business Administration, or a related experience equivalent 4+ years.
  • Proven experience in program management, especially within employment services or substance use treatment contexts.
  • Experience with data analysis, reporting, and program evaluation.
