Job Description

General Summary

Under minimal supervision, directs and coordinates the work of clinical engineers; helps the Clinical Engineering Director manage the Clinical Equipment Capital Program and works with Clinical Departments in planning their future equipment requirements, and undertakes clinical engineering projects on ones’ own or as a project team leader. This position reports to the Director of Clinical Engineering,

Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

Determine staffing requirements and supervise and mentors the work of all Clinical engineering staff to ensure effective and efficient departmental functions.

A. Establishes and monitors work flow; determines work assignments, and assigns staff accordingly; schedules activities; schedules technical activities in accordance with applicable Quality Assurance Plan and without interruption to patient service.

B. Performs individual performance evaluations to ensure the overall satisfactory performance of the department. Provides ongoing staff straining and development, through to keep abreast of developments in the field

C. Establishes clear and concise work procedures and expectations, assesses performance, monitors results and provides positive and constructive feedback.

D. Recommends new hires, corrective action counseling, discharges, personnel changes and salary adjustments. Obtains approval from Director.

Priority Setting and Decision Management. Assist the Director with forecasting, programming, and planning of major medical technology capital requirements for the University of Maryland Medical Center.

Project Planning. Develop detailed conceptual and feasibility studies for specific medical technology initiatives, including new and replacement equipment, medical equipment for construction projects, and computerized clinical applications. Provide project management leadership to determine the viability, costs, benefits and timeline of projects. May direct teams of engineers, technicians, and/or technologists in the development and implementation of major medical technology projects.

Qualifications

Education and Experience

  • Bachelor's Degree from an accredited school in engineering, clinical engineering, or related technical field, is required. A Master's level degree in Clinical Engineering and/or Business Administration is preferred.
  • A minimum of seven years of clinical engineering experience in a healthcare environment is required. Five years of relevant technical experience dealing with complex electrical equipment and clinical management experience. Two years of lead/supervisory experience is required.

Knowledge, Skills and Abilities

  • In-depth working knowledge of technology management, design, installation, and master planning is required.
  • In-depth working knowledge of program management, project scheduling, and project estimating is required.
  • In-depth knowledge of medical equipment regulatory standards plus hospital design and building codes and regulations is required.
  • A high level of judgment, discretion, and sensitivity to confidential business and clinical issues is required. This position is responsible for coordinating key investment decision processes and an ability to demonstrate professional credibility is required.
  • Ability to develop conceptual designs and to effectively negotiate contracts/services is required.
  • Ability to perform life-cycle analysis of complex equipment before and while in service. In particular demonstrated experience in undertaking service contract/in-house maintenance assessments and asset utilization studies with eventual presentation to executive management for decision making.
  • Highly effective written and verbal communication and leadership skills are required to effectively work and interact with senior leadership, physicians, engineers, consulting firms, administration and support staff. Ability to draft technical specifications is required.
  • Demonstrated ability to lead groups or committees and to plan, implement, and achieve successful outcomes for significant projects and programs.
