Position Title: Manager NERC Regulatory Affairs

Reports To: Vice President Transmission & Regulatory Affairs

FLSA Status: Exempt

Basic Functions:

1. Increase AMP’s presence and influence in the NERC stakeholder process.

2. Ensure AMP Members, subject matter experts, and Legal are apprised of latest NERC reliability standards as well as providing input as new reliability standards are developed. Address AMP SME questions regarding implementation of NERC’s rules and reliability standards development.

Essential Functions:

1. Actively participate in NERC stakeholder committees regarding reliability standards development, rules of procedure, compliance monitoring, and other NERC initiatives.

2. Establish personal credibility as an objective and knowledgeable expert on NERC rules and processes. Build and maintain excellent relationships with NERC staff and other stakeholder representatives. Form and lead coalitions to achieve outcomes favorable to AMP and its Members in the NERC stakeholder process.

3. Assess emerging NERC issues and, in consultation with AMP subject matter experts and Legal, determine if proposed solutions would be favorable, unfavorable, or neutral to AMP and the Members.

4. Develop and implement strategies related to influencing, interpreting, and implementing the NERC reliability standards, reliability standards development, and rules of procedure. Coordinate these efforts with AMP subject matter experts and Legal.

5. Support AMP Legal and outside counsel as NERC matters is taken up by FERC.

6. Represent AMP at NERC related forums including Large Public Power Council (LPPC), Transmission Access Policy Study Group (TAPS) and APPA.

7. Keep staff and Members abreast of regulatory issues which impact reliability standards requirements.

8. Oversee and coordinate the work of consultants/partners/legal counsel.

9. Performs other duties as assigned.

Knowledge, Skills, & Qualifications:

1. A four-year accredited degree in engineering, economics, science or business required.

2. Must have a minimum of 5 years of utility experience in some combination of the following: reliability standards development or compliance, transmission operations and/or planning, electric power scheduling/trading, transmission tariff analysis, or regulatory affairs.

3. Must have knowledge of NERC reliability standards, capacity requirements, energy markets, ancillary services markets, transmission use, and applicable FERC orders.

4. Must have knowledge of NERC reliability standards development process, stakeholder process, and rules of procedure.

5. Must demonstrate a high degree of expertise in the use of software tools that produce items such as spreadsheets, written reports, database reports and graphical presentations (e.g., Excel, Word, Access and PowerPoint).

6. Must demonstrate the ability to negotiate the terms of agreements with multiple parties.

7. Must possess excellent communication, presentation, diplomacy, active listening, and facilitation skills to effectively work in small or large group forums ranging from technical to non-technical audiences at all levels of the corporate hierarchy.

8. Must be willing to periodically work under high stress conditions.

9. Must be willing to travel.
