Director of Community Planning and Development


General Statement of Duties: Oversees the daily operation of community development activities and provides policy guidance in community development areas. Provides leadership to other city staff in the areas of affordable housing, housing rehabilitation and redevelopment efforts. Work includes maintenance of proper documentation for state and federal program compliance records and monitoring rehabilitation projects to ensure work meets standards of funding agencies. Employee must be able to manage multiple tasks and projects such as preparing planning documentation and reports, while coordinating and maintaining daily flow of programs. Procedures require reports for funding requests to be scheduled for approval to meet submission deadlines for applications and plans. Work requires a wide variety of public contact.


Supervision Received: Work is performed under the supervision of the City Manager or his/her designee.


Essential Duties:

  • Responsible for the daily administration of the Office of Community Planning and Development and the development and evaluation of performance standards
  • Coordinate CDBG activities and operations
  • Develops long term community development plans and programing.
  • Develop processes of housing programs including housing rehabilitation, acquisition and homeowner assistance programs for the city and future partnering organizations
  • Administers the CDBG Annual Action Plan process in preparation of the annual budget for the program.
  • Supervise and train employees assigned to the department.
  • Monitors and makes recommendations regarding budgetary matters.
  • Research and apply for additional grant funding for community development projects
  • Compiles and prepares invoices, purchase orders and vouchers for payment.
  • Responsible for the billing process and reconciliation of such.
  • Promotes CDBG and HUD related programs to ensure and secure adequate funding.
  • Performs periodic onsite inspections.
  • Compile and analyze complex data.
  • Maintain clear audit trails.
  • Maintain program files, databases, and other information documenting CDBG program operation, including subrecipient activities and expenditures.
  • Maintain communication with all CDBG funded agencies and monitor budgets and expenditures.
  • Provides and maintains information and assistance to the public and provides information concerning HUD and CDBG requirements and issues.
  • Prepare reports and make presentations as needed.
  • Prepares agendas, minutes, correspondence, reports, notices, and manuals.
  • Prepares various documents and reports as required for the boards and commissions related to the department.
  • Assist in the development and implementation of short and long-range goals to support the increase of property values and growth.
  • Research data, trends, and best practices to promote evidence-based decisions.
  • Consistently and predictively apply policies, laws, codes, and regulations.
  • Assisting with public record requests and record conversion.
  • Coordinates project performance with all CDBG sub-recipients to ensure timely spending of funds and prepares necessary reports and information required.
  • Represent the department at city council meetings.
  • Represent the department in community meetings.
  • Any other duties as assigned by the City Manager or his/her designee.

Required Knowledge, Skills and Abilities:

  • Possess the ability to positively interact with other staff members, the general public, contractors, governmental entities, and other clientele.
  • Ability to prioritize workload and meet established deadlines.
  • Ability to effectively communicate orally and in writing and follow professional protocol.
  • Knowledge of modern administrative and general office procedures including English composition, spelling, grammar, and mathematics.
  • Good time management, organization, telephone, attention to detail, and people skills.
  • Must be able to perform multi-task operations with frequent interruptions.
  • Perform a variety of duties requiring use of critical thinking, independent judgment, and technical knowledge based on department policy.
  • Considerable knowledge of computer software including but not limited to Microsoft Office.
  • Ability to learn BS&A software and other specialized software as required.
  • Ability to understand, delegate and execute complex oral and written instructions.
  • Possess the traits of dependability, integrity, discretion and maintain confidentiality.
  • Strong customer service skills.
  • Knowledge of modern office administration principles and procedures.
  • Must pass background check and physical with drug screen.

Education and Experience:

  • Bachelor's Degree in urban planning, geography, architecture, political science, public administration, economics or closely related field.
  • 2 years of education and experience in urban planning, geography, architecture, political science, public administration, economics or closely related field preferred.
  • 2 years municipal experience preferred.
  • 2 years administrative support preferred.
  • A relevant combination of education and experience may be considered.

Ability Requirements:

Degree of physical demands (strength) usually associated with the essential functions of this classification:


Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently and be a negligible amount of force constantly to move objects. Physical demand requirements are more than those for sedentary work. Light work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Regularly use hands and fingers to handle, control or feel objects.


Squatting: lowering the body by bending leg.


Stooping: bending body downward and forward by bending spine at the waist.


Hearing - Perceiving nature of sounds by ear.


Seeing: The ability to perceive the nature of objects by the eye. The important aspects of vision are:


  1. Acuity, far - Clarity of vision at 20 feet or more.

  1. Acuity, near - Clarity of vision at 20 inches or less.

  1. Depth Perception - Three-dimensional vision. Ability to judge distance and space relationships to see objects where and as they are.

  1. Field of Vision - Area that can be seen up and down or to right or left while eyes are fixed on a given point.

  1. Accommodation - Adjustment of lens of eye to bring an object into sharp focus. This item is especially important when doing near-point work at varying distances from eye.

  1. Color Vision - Ability to identify and distinguish colors.

Environmental Conditions (Physical Surrounding) usually associated with this classification:


The Worker is subject to inside environmental conditions. Protection from weather conditions but not necessarily from temperature changes.


Customer and Personal Service - Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
