Systems Engineer SATCOM Subject Matter Expert II (Terminal)

Work Starting January 2025

Systems Engineer SATCOM Subject Matter Expert facilitates the installation, planning, and monitoring of SATCOM terminals, including, but not limited to, conductng site surveys, developing staging plans, coordinating and monitoring terminal components, performing onsite inventory management functions, and performing onsite activity that results in acceptance of terminal by site personnel. Leads cross-functional integrated teams with only minimal supervision. Designs, plans and implements data collection and analysis processes to develop accurate and sufficient logistics and system sustainment information in support of the customer's operational, test and evaluation, developmental, system acquisition.


Responsibilities

  • Schedule and participate in site surveys. The Contractor shall coordinate with vendors, site personnel, and installation teams; develop and deliver in and out briefings to customers and SATCOM site leadership; review and maintain the site survey checklist; and draft, review and distribute site survey reports
  • Perform implementation activities. Implementation activities include, but are not limited to:
  • Coordinating and scheduling site preparation and installation activities with vendors, installers, and appropriate site personnelCoordinating with post/camp/station authorities to secure necessary approvals for project implementation, to include approvals for minor construction, electromagnetic environmental effects (E3), and safety
  • Coordinating the disposition of de-installed terminal equipment
  • Coordinating and monitoring transportation arrangements for terminal equipment shipments
  • Coordinating factory/depot to site shipment
  • Confirming receipt of terminal equipment at site
  • Coordinating shipment of de-installed terminal equipment (if any) from site to disposal location
  • Coordinating and monitoring the staging of terminal components at the site with local personnel, the shipper, and the installers
  • Developing staging plans
  • Coordinating access for equipment delivery vehicles and equipment
  • Coordinating placement at the staging location
  • Coordinating access for cranes and construction equipment
  • Monitoring and reporting on implementation progress
  • Coordinating and scheduling test and acceptance activities
  • Documenting acceptance by site personnel
  • Performing, coordinating, and monitoring inventory management functions
  • Coordinating new equipment training sessions for newly installed terminals with site personnel, vendors, and the U.S. Army Signal School
  • Coordinating modernization activities and upgrades with installers and appropriate site personnel
  • Coordinating and scheduling test and acceptance activities
  • Documenting acceptance by site personnel
  • Provide systems engineering for fielded systems. This service includes, but is not limited to:
  • Designing, planning, and documenting upgrades, improvements, and engineering change notices for existing earth terminals
  • Preparing, reviewing, and commenting on engineering change requests and technical data
  • Coordinating and monitoring Configuration Management (CM) tasks Developing/providing recommendations for future sustainment funding
  • Provide engineering support for developing and accessing solutions for MDA satellite communications requirements. Engineering support activities include, but are not limited to:
  • Evaluate engineering and test documentation resulting from contractor tests as part of design, production, and integration efforts.
  • Participate in system evaluations, system analysis, and architecture and infrastructure assessment to collect the necessary information to perform SE duties, as assigned
  • Conduct research, identifying system-level requirements, and preparing system specifications, wiring diagrams, interface control documents, and hardware and software requirements documentation
  • Prepare system functional test and verification procedures and creating traceability from system functional requirements; provide inputs for the development of standard testing procedures; execute test procedures; identify and document anomalies in testing; and operate test equipment under test operations
  • Conduct feasibility studies to identify and analyze system failures; analyzing data to determine if trends exist which forecast the need for future replacement or modification of system hardware and software; and determining, based upon the results of the studies and the analyses of trends in usage and system problems, the feasibility of significant modifications vs. replacement to improve reliability
  • Lead or support systems engineering studies and evaluations; capture and translate mission and customer functional, performance, and support capabilities into requirements
  • Allocate requirements to systems architecture components; oversee development; test and validate systems safety; and coordinate the integration of systems into the enterprise architecture
  • Provide project management support to the Assistant Product Manager (APM) through defining project scopes, developing the Work Breakdown Structure (WBS), and reviewing project deliverables
  • Assist with technical support personnel in resolving problems from fielded systems
  • Plan, coordinate, and continuously analyze MDA PAAWNS GEN II Modem design, hardware, software, and system development for MDA acquisition efforts.
  • Provide customer technical assistance and support for all stakeholders on a Tier 3 level. The Contractor shall ensure proper functional use of equipment and programs to preclude undue interruptions to project schedule. Technical support activities include, but are not limited to:
  • Working with stakeholders to ensure efficient operations that support requirements
  • Assisting in solving problems associated with delivery of hardware and software
  • Providing management with information necessary to address difficult and complex problems fielding new systems

Required Qualifications

  • Possess in-depth knowledge and proven experience in:
    • Providing technical consultation, training, and support to the Terminals staff
    • Troubleshooting, diagnosing and resolving complex satellite communication problems
    • Microwaves, RF theory, earth terminal component selection and evaluation, spectrum analysis, and earth terminal planning, implementation and testing procedures
  • Engineering with in-depth knowledge and proven experience in: microwaves, RF theory, earth terminal component selection and evaluation, spectrum analysis, earth terminal planning, implementation and testing procedures.

Required Certifications:

  • IAT Level II (Security+ (Sec+) preferred

Years of Experience:

  • Minimum of ten (10) years of experience in SATCOM technologies and standards as they relate to DoD Army PdM WESS mission.

Degree Requirement:

  • Bachelor’s Degree in Engineering

Minimum Clearance Requirement:

  • Active Secret Clearance

Travel:

  • Up to 10-15%
