Baseband Systems Engineer exhibits the highest level of expertise in performing a specialized job, task, or skill. Provides high-level subject matter expertise for work described in the program/task. Provides advanced technical knowledge and analysis of highly specialized applications and operational environments, as well as high-level functional systems analysis, design, integration, documentation, training, and/or implementation advice on complex problems requiring a high level of knowledge of the subject matter for effective implementation. Applies principles, methods, and knowledge of specific functional areas of expertise to specific task orders/programs. Is able to work independently at the highest level. Directs the composition or composes and finalizes documentation. Evaluates communication hardware and software, troubleshoot LAN/MAN/WAN and other network-related problems, and provide technical expertise for the performance and configuration of networks. Possesses in-depth knowledge and proven experience in Digital Communications and Satellite Subsystem (DCSS); IP Networking; IP, Digital IF, Frequency Division Multiple Access (FDMA) modems; Radio Frequency (RF) spectrum analysis for communications systems coverage and access; communications network loading, modeling and simulation; and current and future DoD DISA Gateway subsystems and DCSS in support of DISN services.

Responsibilities

• Lead or support systems engineering studies and evaluations; capture and translate mission and customer functional, performance, and support capabilities into requirements; allocate requirements to systems architecture components; oversee development; test and validate systems safety; and coordinate the integration of systems into the enterprise architecture.
• Plan, coordinate, and continuously analyze baseband system design, hardware, software, and system development for baseband acquisition efforts.
• Develop and recommend solutions and upgrades to ensure availability, integrity, efficiency, and reliability of all components of the assigned systems.
• Provide IA systems support for all disciplines, ensuring the rigorous application of INFOSEC/IA policies, principles, and practices in the delivery of network services.
• Perform system audits to assess security parameters and performance of IA controls within the network environment.

• Systems Engineering Studies and Evaluations activities include, but are not limited to:
  • Participating in site surveys, system evaluations, system analysis, and architecture and infrastructure assessment to collect the necessary information to perform duties, as assigned
  • Analyzing existing and planned IT applications, both hardware and software, to determine current and future potential for enhancements
  • Analyzing existing systems to determine if enhancements are appropriate, or if an entirely new system would be more cost effective
  • Analyzing plans and specifications, and preparing justifications for new or enhanced IT
  • Conducting research, identifying system-level requirements, and preparing system specifications, wiring diagrams, interface control documents, and hardware and software requirements documentation
  • Preparing system functional test and verification procedures and creating traceability from system functional requirements; providing inputs for the development of standard testing procedures; executing test procedures; identifying and documenting anomalies in testing; and operating test equipment under test operations
  • Serving as a focal point for ensuring functionality and operability of the assigned systems to support mission requirements; optimizing the functionality and performance of hardware and software systems; and analyzing, managing, and overseeing the installation of any new hardware or software introduced into the environment to ensure its compatibility with existing architecture, its reliability, and its functionality in relation to the organization’s requirements.
  • Conducting feasibility studies to identify and analyze system failures; analyzing data to determine if trends exist which forecast the need for future replacement or modification of system hardware and software; and determining, based upon the results of the studies and the analyses of trends in usage and system problems, the feasibility of significant modifications vs. replacement to improve reliability
  • Coordinating the results of analysis with impacted organizations to ensure compatibility with existing architecture, and recommending proposals to reduce conflicts

• Shall act as an SME for IT requirements development, and shall assist management and senior specialists in developing SOW and/or PWS for contracts involving IT and communications systems or services.
• Analyze requirements and establish plans of action for improving IT applications.
• IT requirements development and analysis activities include, but are not limited to:

• Identifying and documenting system requirements for customers’ specific needs
• Conducting in-depth analyses of system usage, hardware and software capabilities, and other relevant factors
• Recommending methods and procedures, and coordinating corrective action to optimize utilization of present equipment
• Ensuring upgrades to the base infrastructure are identified, and assisting stakeholders in developing and submitting recommendations for additional equipment and funds
• Identifying potential performance or capacity problems
• Working with technical support personnel in resolving problems
• Developing migration plans for implementation of new technology
• Assisting the APM in defining project scopes, developing the WBS, and reviewing project deliverables

Required Qualifications

• Possess in-depth knowledge and proven experience in Digital Communications and Satellite Subsystem (DCSS); IP Networking; IP, Digital IF, Frequency Division Multiple Access (FDMA) modems; Radio Frequency (RF) spectrum analysis for communications systems coverage and access; communications network loading, modeling and simulation; and current and future DoD DISA Gateway subsystems and DCSS in support of DISN services

Required Certifications:

• IAT Level II (Security+ preferred) AND;
• Cisco Certified Networking Professional (CCNP) Enterprise OR;
• Cisco Certified Networking Professional (CCNP) Security

Years of Experience:

• A minimum of ten (10) years of experience in SATCOM and local area network/wide area network terrestrial switched and IP-based communications networks, technologies, and standards

Degree Requirement:

• Bachelor’s Degree in Engineering or Computer Science

Minimum Clearance Requirement:

• Active Secret Clearance
