The Rhode Island Office of Energy Resources (OER) is seeking a full time Energy Justice Program Manager to assist the Renewable Energy, Energy Efficiency and Clean Transportations teams to ensure energy equity across programs and lead OER's Justice 40 implementation and compliance. OER develops policies and programs that respond to the state's evolving energy needs, while advancing environmental sustainability, energy security, and a vibrant clean energy economy.

The Energy Justice Program Manager will be responsible for advancing the following critical objectives and tasks:

  • Develop an energy equity strategy with goals, objectives, and metrics for tracking progress on Justice40.
  • Support the Executive Climate Change Coordinating Council (EC4), the EC4 Advisory Board and the Science and Technology Advisory Board meetings in developing a strategy to meet the Act on Climate targets, ensure a just transition, and center equity within the EC4's work.
  • Work with staff to identify and implement program and policy modifications to improve access to and benefits from clean energy policies and programs, including implementation and reporting of Justice40 requirements across all programs.
  • Provide support to OER staff with other state programs to improve energy affordability for residents, including Low-Income Home Energy Assistance Program, Weatherization Program and utility assistance, etc.
  • Support OER staff with community solar programs, income-eligible energy efficiency programs, electric vehicle charging infrastructure programs, and workforce development projects and programs.
  • Work with the OER Administrator, Energy Legislation and Programs on OER's outreach engagement strategy with stakeholders. This will include attending meetings, including some in the evenings with non-profit entities or community organizations involved with providing support to constituents seeking to access the state and federal energy programs and policies.
  • Assist with leading OER's implementation of approved community benefit plans.
  • Coordinate with Department of Environmental Management's Climate Justice Specialist on the OER/DEM Climate Justice Hour quarterly public meetings on energy and environmental topics.
  • Liaise and coordinate with justice and equity program managers across agencies, such as Department of Environmental Management, Department of Health's Health Equity Zones, Energy Efficiency Council's Energy Efficiency Equity Working Group, etc. and report back to OER staff as needed about ongoing efforts.
  • Lead OER's engagement with regional and national energy justice work.
  • Manage OER's work with RI Housing on the Zero Energy for the Ocean State (ZEOS) program.
  • Work with the Renewable Energy team on the implementation of the state's low income third party ownership program, the Affordable Solar Access Pathways program.
  • Identify and implement best practices for public participation across all office efforts.
  • Support communications efforts with OER communications staff, especially related to developing energy and program specific educational materials for non-English speakers in Rhode Island. This includes supporting management of the translation services vendor and ensuring contract deliverables are met.
  • Support staff with grant writing for both funding and technical assistance opportunities.
  • Assist with the implementation of community engagement technical assistance projects.
  • Facilitate and lead internal trainings for OER staff on relevant trainings on energy justice, environmental justice and others.
  • Identify studies, programs, and best practices from outside of Rhode Island for consideration as an initiative within the state.

It is preferred that the candidate will have the following qualifications, skills and abilities:

  • A Bachelor's Degree
  • 1-2 years of experience working in a professional environment
  • 1-2 years work in an energy related field
  • Familiarity with renewable energy and/or energy efficiency technologies
  • Experience with data collection and management
  • Experience with program and contract management including but not limited to tracking budgets, deliverables, and drafting solicitations
  • Ability to coordinate projects and programs from start-to-finish, working independently while seeking support from leadership and collaborating with key partners and stakeholders
  • Team-first attitude and the capacity to be flexible in a dynamic work environment
  • Demonstrated ability to work with internal and external stakeholders, and cultivate appropriate relationships
  • Excellent organizational, collaboration, written and oral communication, and presentation skills

Preference will be given to candidates with experience, demonstrated interest, and/or dedication to Diversity, Equity, Inclusion, and Justice (DEIJ), environmental justice work, and related principles.

The Office of Energy Resources has a hybrid work environment. A successful candidate will be expected to attend work related meetings in Providence at least two days per week. Evening availability between the hours of 5pm and 8pm will be occasionally required for public meetings and events. The Energy Justice Program Manager will report to the Director of Energy Programs and Policy.
