The Rhode Island Office of Energy Resources (OER) is seeking a full time Renewable Energy Program Coordinator to assist the Renewable Energy team to implement and administer the Rhode Island Solar for All Program. The Renewable Energy Team is critical to OER's mission to lead the state toward a clean, affordable, reliable, and equitable energy future. OER develops policies and programs that respond to the state's evolving energy needs, while advancing environmental sustainability, energy security, and a vibrant clean energy economy.
The Solar for All Program Coordinator will be responsible for advancing the following critical objectives and tasks:
- Facilitate biweekly Solar for All (SFA) team meetings, including developing the agenda, taking notes and reporting on program deliverable progress from the workplan.
- Responsible for ensuring the team meets all deliverable deadlines in the workplan.
- Manage all SFA reporting requirements from the Environmental Protection Agency (EPA), including Davis-Bacon and Build American Buy America.
- Responsible for OER's development of and compliance with EPA's Quality Management Plan for SFA.
- Work with the OER Administrator, Energy Legislation and Programs on OER's outreach engagement strategy with stakeholders about SFA funding and deployment included in the SFA Equitable Access and Meaningful Involvement plan. This will include working with community-based organizations, environmental non-profits and disadvantaged communities.
- Assist the OER Energy Policy and Regulatory Manager on the Public Utilities Commission on the docket regulatory process and hearings for the expansion of the Community Remote Net Metering (CRNM) Program with the EPA SFA funding.
- Assist with development and deployment of the SFA workforce development program along with OER program partners.
- Lead the procurement effort for a consultant to assist with program design and policy related to energy storage, including redesigning the Renewable Energy Fund (REF) battery storage incentive program.
- Work with the Energy Justice Manager to develop pathways including policy and programs to provide access to battery storage technologies and programs for underserved and environmental justice communities.
- Lead the OER's engagement with community solar stakeholders regarding the CRNM program.
- Work with the RI Infrastructure Bank on CRNM technical assistance program design and deployment.
- Participate in weekly office hours and trainings from the Grants Management Office (GMO) to help manage the sub awarding of federal funds to coalition partners via RI's grants management system (GMS)
- Develop and post solicitations, application documents, and review forms using the GMS eCivis platform
- Assist coalition partners and subawardees with the creation of accounts for grants management software to submit applications and receive subawards
It is preferred that the candidate will have the following qualifications:
- A bachelor's degree
- 1-2 years of experience working in a professional environment
- 1-2 years work in an energy-related field
- Familiarity with renewable energy technologies
- Experience with data collection and management
- Experience with program and contract management including but not limited to tracking budgets, deliverables, and drafting solicitations
- Ability to coordinate projects and programs from start-to-finish, working independently while seeking support from leadership and collaborating with key partners and stakeholders
Preference will be given to candidates with experience with federal reporting requirements, data management and/or grants management software.
OER has a hybrid work environment. A successful candidate will be expected to attend work-related meetings in Providence at least two days per week. Evening availability between the hours of 5pm and 8pm will be occasionally required for public meetings and events. The SFA Program Coordinator will report to the Director of Energy Programs and Policy.
