POSITION SUMMARY:

This newly established position will play a critical role in assisting with the implementation of a new ERP software. The senior account will be involved with financial reporting, accounting processes and projects for the City. This position will perform general accounting and financial work and have a detailed understanding of City's financial software and how system applications interface. Will be responsible for assisting with maintaining the City's accounting records for all fund types to meet legal and audit requirements. This position will prepare and post journal entries, accruals, and adjustments; perform and review complex reconciliations during implementation of new system. Will be highly involved with the annual audit, assist with budget preparation and conducting detailed financial/statistical analysis. Other responsibilities shall include assisting with training City departments' staff as it relates to the ERP accounting system and assisting other departments with accounting and financial reporting.


JOB FUNCTIONS:


  • Supervises and maintains internal accounting and control activities throughout the City for the purpose of obtaining financial information and maintaining required records
  • Analyzes and verifies end of the month journal entries in accordance with generally accepted accounting principles and department requirements
  • Prepares various internal and external financial reports
  • Reviews trial balances, general ledgers and verifies totals with control totals in general ledger
  • Budget Preparation & Review: Assit in the development of annual budgets and forecasts; monitor budget performance and report on budget variances, providing explanations and corrective actions as needed. Assist with presentations for the annual budget.
  • Review fixed asset accounting, depreciation schedules and adherence to capital asset policy
  • Prepares various worksheets and schedules as needed for independent auditors.
  • Internal Controls and Compliance: Assit with the maintenance of effective internal control procedures to ensure accuracy, integrity and security of financial transactions and data. Identify areas for process improvements and recommend solutions.
  • Works closely with all departments to ensure understanding and ability to interact with City's financial software including monthly reports.
  • Special Projects: Lead and participate in special projects, such as system implementations, process improvements and financial analysis initiatives.
  • Crosstrain and assist with day-to-day accounting and finance operations.
  • Coordinate internal and external audits, ensuring all financial records are accurate and in compliance with policies and procedures, and relevant accounting standards including GAAP,GASB AND GAGAS.
  • Other duties as assigned by the Comptroller


QUALIFICATION REQUIREMENTS:


EDUCATION: Bachelor's Degree in Accounting, Finance, or related field.

MBA or CPA preferred


EXPERIENCE: Five+ years of progressive experience in accounting or finance roles, with at least 2 years in a supervisory or managerial capacity. Municipal experience preferred.

Experience with utility billing systems, accounts receivable software, and cash collections systems.

Experience with Enterprise Resource Planning (ERP) software and knowledge of Tyler Technologies software is a plus.


Experience required decreases with a higher level of education in the field


KNOWLEDGE, SKILLS, AND ABILITIES:


  • Extensive knowledge of software applications, i.e. Microsoft Office Suite
  • Must understand basic accounting concepts of debit/credit, balance sheets, and accounts payable
  • 10-key calculator proficiency
  • Must be able to perform simple to complex math calculations
  • Ability to analyze financial information
  • Experience with Governmental Accounting preferred
  • Ability to establish and maintain effective working relationships with those contacted in the course of work
  • Ability to maintain a high level of confidentiality
  • Ability to research and analyze various types of data
  • Ability to organize and prioritize work

SUPERVISORY RESPONSIBILITIES:


None, but may direct departmental clerks on procedures and application system use
