JOB SUMMARY:

The Pretrial Services Director provides management and oversight to the office tasked with monitoring defendant compliance for the Superior Court of the Northeastern Judicial Circuit, which serves Hall and Dawson counties. The Pretrial Services Director organizes, supports, and supervises the operations of the department. This includes but is not limited to, management of department personnel, oversight of department facilities, supervision of defendants, and fostering active working relationships with judicial offices as well as partner agencies.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Implement policies and procedures established by the judges, offering recommendations for improving access and efficiency, and fostering a circuit-wide culture of customer service;

Responsible for the selection, supervision, and discipline of department personnel and documentation of the same;

Monitor and verify the accurate supervision of criminal offenders with specific bond conditions by department personnel to include personnel’s timely review and appropriateness of actions;

Establish and maintain effective working relationships with a wide variety of court, government, and private vendor staff and associates specifically including but not limited to numerous law enforcement agencies and personnel, District Attorney’s Office, Public Defender’s Office, Treatment Services and Providers, and GPS providers;

Ensure personal and department personnel performance and behavior is consistent with and upholds the highest level of professionalism, in keeping with department and County standards, and exudes an image of the same to internal and external customers;

Supervise high-risk offenders through use of a tier system and in keeping with conditions set via judicial decision, including but not limited to GPS/Electronic Monitoring (EM);

Consistent and continuous monitoring of high-risk defendants on GPS/EM through the utilization of web-based applications and email alerts;

Respond to and take necessary and appropriate action on high-risk offenders as related to GPS/EM alerts such as strap alerts, fleeing jurisdiction, exclusion zone violations, and victim contact as needed via email and cellular phone (County issued). Necessary and immediate action may include, but is not limited to, activation of arrest affidavit on file with the respective county’s Sherriff’s Office warrant division and/or include seeking direction from the Court, both during and after regular office hours;

Attend Court Administration Director’s Meetings, both scheduled and called;

Assist with daily department operations including but not limited to phone calls, drug screens, office visit, and reports;

Review assigned caseload for completeness and compliance;

Attend regular court hearings as directed and Drug Court on a rotating basis;

Provide detailed and specific reports, both orally and written, to the Courts as related to offenders’ compliance with bond conditions;

Regular and predictable attendance is required;

Perform other related duties as assigned;

Adapt to changing judicial and county policies and procedures to ensure compliance and adherence by pretrial personnel;

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor’s Degree in Business Administration, Public Administration, Law, Criminal Justice, or closely related field from an accredited college or university required; advanced degree preferred;

Five (5) years of experience in the field or any equivalent combination of education, training, and experience which provide the requisite knowledge, skills, and abilities for this job;

Prior management experience preferred;

Licenses and Certifications

Valid Georgia Driver’s License

Knowledge, Skills, and Abilities (position requirements at entry):

Ability to perform effectively under pressure and meet deadlines;

Ability to work in an on-call capacity as needed.

ADA Minimum Qualifications:

Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized.

Essential Functions frequently require the ability to move about inside the office; and move/transport items of a minimum of 15lbs.

Incumbents in this position are occasionally required to be on-call and work irregular hours.

Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.

Environmental Factors: Essential functions of this position continuously require the ability to work with others and/or work alone.
