POSITION TITLE: Client Benefit Specialist

DIVISION: Programs

SUPERVISOR: Senior Director, Community Living

CLASSIFICATION: Non-Exempt

PURPOSE:

Provide benefit administration in compliance with CARF, BDS, Social Security, CMS and BQIS standards through timely, accurate benefits management for persons served, while performing administrative functions as directed by the immediate supervisor.

KEY AREAS OF RESPONSIBILITY:

  1. Oversee the management of benefits for persons served in both waiver and group home services.
  2. Prepare all required documentation for Medicaid and social security eligibility and SNAP benefits.
  3. Complete applications, submit required paperwork and ensure that all persons served maintain eligibility and benefits remain active.
  4. Provide required information to internal and external sources including, but not limited to, agency staff, case manager, guardian, and person served to meet Medicaid waiver requirements.
  5. Fill out yearly lease renewals for clients with housing assistance.
  6. Assist with establishing ARC, ABLE and funeral trust accounts for all persons served.
  7. Participate as necessary in transitions of new clients to ensure all benefits are obtained/transferred to DSI.
  8. Ensure current documentation is uploaded into the electronic data system for all persons served according to DSI policies.
  9. Communicate with and provide documentation to case manager and guardians as requested.
  10. Remain updated and familiar with CARF, Department of Health, state and federal laws, BQIS, DDRS, and other regulatory bodies.
  11. Audit residential client finances as necessary to ensure balances do not exceed monthly resource limits.
  12. Perform all administrative functions as assigned by the immediate supervisor when functions of the job do not meet the time requirements of full-time work.
  13. Attend/request related training as authorized.
  14. Promote and display positive attitude and an overall commitment to the agency’s mission, values, and vision.

ESSENTIAL JOB SKILLS:

  1. Excellent and professional communication skills, both oral and written.
  2. Ability to perform budgeting calculation and comparisons.
  3. Critical thinking skills.
  4. Complete other duties and responsibilities as assigned.
  5. Ability to work flexible, non-standard hours, including occasional evenings and weekends.
  6. Excellent telephone skills.
  7. Ability to effectively operate equipment such as a scanner and copier and have a working knowledge of computers and related software (i.e. Excel, Microsoft Office)

QUALIFICATIONS

  1. S. in rehabilitation, social services, special education, or related field preferred. High School Diploma required.
  2. Previous experience working with adults with disabilities or similar background desired.
  3. Must possess or be able to obtain CPR, NCI, and first aid certification annually and perform as necessary. Participate in Client Specific Training as necessary.
  4. Must have excellent oral and written communication skills and maintain confidentiality with sensitive information.
  5. Maintain a valid Indiana driver’s license, insurance on personal vehicle (minimum of PLPD with medical liability coverage), and maintain insurability as defined by the agency liability insurance carrier.
