H4 Enterprises LLC is presently engaged in the bidding process for a contract with the Environment Protection Agency's (EPA) Campus located in Research Triangle Park (RTP). We are actively searching for a capable Quality Control Manager to oversee janitorial operations for the government client within the RTP region. While the permanence of this position hinges on successfully winning the contract, it presents a unique opportunity to establish valuable connections and contribute at the ground level of this groundbreaking opportunity.

The Quality Control Manager is responsible for inspections and controls of all custodial and related services contractually required of the facility to include technical solutions to problem solving and timely deliverable submission. Additional responsibilities include reading and interpreting contract specifications, managing and scheduling subcontractors, and having the ability to interact with clients in a professional manner while monitoring and assuring expected quality and safety guidelines of the contract. May supervise MFM staff in the Project Manager's absence.

Responsibilities

  • Interpret and execute contractual requirements to include review of task order plans and specifications.
  • Creation of schedules to maintain properly skilled staffing levels.
  • Coordinate the submittal effort with subcontractors and material suppliers.
  • Issue reports and summaries as required both to the government and the company.
  • Maintain appropriate records and statistics for administrative and regulatory purposes.
  • Resolve clients' concerns, conduct follow-up calls, and conduct inspections for satisfactory job performance - must possess excellent communication skills.
  • Meet regularly with Program Manager and onsite personnel to review status of various elements of services; and, to institute corrective measures for any deficiencies found.
  • Place supply orders and maintain working relationships with vendors.
  • Maintain appropriate records and statistics for administrative and regulatory purposes.
  • Perform daily quality control (QC) inspection on all active projects, sending weekly reports to the government on all active task orders.
  • Assist employees with the completion and review of site-specific security/safety forms, as required.
  • Ensure that all employees comply with all safety rules, policies, regulations, and procedures through monthly training.
  • Assist in maintaining building and facility through janitorial activities such as: sweeping, mopping, vacuuming, waste receptacle emptying, restroom cleaning, dusting, carpet cleaning, and stripping, sealing, and waxing floors as a back-up.
  • Perform any additional duties on an as required basis where such duties are within the scope of contractual responsibilities.

Requirements

Possesses solid project, program, and portfolio management experience with the ability to manage and successfully oversee multiple simultaneous task orders. The individual must have experience managing and leading staff with high- levels of client satisfaction. You will have excellent skills servicing clients, with the ability to quickly develop relationships at all levels of the client organization.

  • The QCM should have at least three (3) years' experience as a QCM for a custodial services contract comparable in size, scope, and complexity to this requirement. There is no education requirement.
  • Experience managing cross-functional project teams.
  • Experience in a fast-paced dynamic environment and being a hands-on problem solver and leader.
  • Knowledge of Project Management methodologies and tools
  • Operational experience with program/project metrics tracking and reporting.
  • Solid knowledge of federal government contracting and budgeting processes
  • Solid computer skills with Microsoft applications
  • Exceptional communication skills, both verbal and written to include presentations, editing and proofreading skills. Ability to obtain and maintain a government security clearance.
  • Previous experience supporting projects/programs covered under Collective Bargaining Agreements (CBA) is desirable but not required.

Abilities/Key Competencies/Skills


  • Possess diverse janitorial operations experience to include managing staff, supplies, equipment, etc.
  • Ability to display effective leadership and supervision of employees to achieve team cohesion, cooperation, communication, and results all while monitoring efficiency, safety, quality, and productivity while being fiscally responsible.
  • Ability to interpret and execute contractual requirements.
  • Ability to train new employees on work-related equipment and procedures.
  • Must be able to manage a diverse workforce.
  • Must be able to effectively communicate orally and in writing with a strong proficiency with MS Office (Excel, Word, PowerPoint).
  • Must exhibit strong attention to detail and have the capacity to take direction from supervisors.
  • Ability to work on a variety of projects simultaneously under minimum supervision and within a team environment.
  • Must be able to meet eligibility requirements for access to government computer systems and/or facilities.

Education & Experience


  • High School Diploma or equivalent; Post High School Training or Degree preferred.
  • 5 years of experience working in the capacity as a custodial or janitorial supervisor.
  • Valid driver's license.
  • Experience working in government or large business operations required.
  • CPR/First Aide certification highly desired.
  • OSHA 30 highly desired.

Preferences

The Perfect Candidate will possess the following:

  • Experience in Managing high volume and extremely large square acreage footprints.
  • Knowledge of the Facility Management Program at the EPA in RTP (Highly Preferred and desirable)
