Job Description

The Senior Analyst – Senior Proposal Writer (SA-SP) will work closely with leadership, operations, and other aligned teammates within Government Medical Services (GMS) to expand our business management team, health solutions pipeline and footprint within HHS, DHS, DoD, and other targeted agencies. Develop and maintain relationships with influential primes/subs and technology partners to drive the program business. This includes developing and executing a small business strategy that will include targeted industry event participation. The SA-SP will focus on State and Federal searches to identify core pursuits.

In addition, this individual will be a technical writer who can develop and execute compelling and compliant proposals to win new business and support contract recompetes.

This individual will work with marketing, operations, and leadership to develop offers/content for innovative new platforms for Case Management and Healthcare services solutions. Build and maintain a health services- specific pipeline to 3 x annual target. This SA-SP will join our team and operate remotely from the DC area.   

  • Manages resources to create, identify, develop, and qualify opportunities that align to GMS’s strategic campaigns that result in meaningful and measurable revenue growth
  • Achieve acquisition and sales goals through winning new business, contract recompetes, teaming, and on-contract program growth
  • Develop and maintain an active strategic growth plan, and the associated pipeline, in alignment and consistent with corporate campaign strategy and goals
  • Primary interface with customer community for assigned opportunities
  • Builds customer relationships through effective communications
  • Develop strategies to "shape" requirements and acquisition strategy
  • Identify and target new business markets, adjacencies, and partnerships
  • Embrace the GMS Business Development process in daily activities, and effectively manage and communicate all the opportunities and plans for management and technical teams.
  • Assist in guiding potential customers by demonstrating technology solutions, architectures, capabilities, and potential acquisition paths for early-stage opportunities, working with internal technical and program management teams to develop responses for requests for information (RFI), market surveys, white papers, presentations, briefings, and major event demonstrations
  • Write, review, and edit proposals to ensure clarity, completeness, and compliance with RFP requirements
  • Strong experience in building a compliant matrix
  • Collaborate with subject matter experts and technical staff to gather information, refine proposal content, and develop discriminators and winning strategies
  • Ensure all proposals are consistent with the company’s branding and meet quality standards
  • Strong organization skills with experience and ability to consolidate all proposal files and content within one single location with a file structure and proposal management process
  • Coordinate and manage proposal development processes, including proposal schedules, kick-off meetings, and review sessions
  • Ability to closely read all RFPs, RFIs, and other solicitation documents to identify key requirements and develop compliant responses
  • Excellent time management skills
  • Manage multiple proposal projects (3-5 proposals simultaneously), ensuring all deadlines are met
  • Ensure proposals comply with all federal, state, and local regulations and requirements
  • Experience is responding to data calls, white papers and preparing past performance citation

Required Work Experience 

  • 3-5 years practical experience selling medical or clinical services/solutions to Federal Government Agencies.
  • Demonstrated successful track record of supporting and winning technology-enabled services contracts for medical and/or humanitarian services.
  • Current broad market relationships and proven experience building relationships with strategic teaming partners (prime and sub)
  • Developed and mature key relationships across multiple federal civilian government agencies
  • Ability to think strategically and operate independently
  • Track record of executing on aggressive call plan (past record of being able to “walk the halls” and get in front of customers to increase brand awareness, two-way dialogue and follow up with solution presentations based on the client’s needs)
  • Ability to work hand in hand with the VP of Capture, Pricing and Proposal Managers to confirm that the solution and messaging stays consistent with what was presented to the customer during the sales campaign
  • The SA-SP must operate within the “trust circle” with our clients, International SOS and our Teammates’ best interests as the priority. Consequently, there may be work that is too risky to pursue – the SA should operate as a thought leader on this topic to help manage GMS’s risk, financial performance and, grow our business.
  • Health care and data privacy experience are preferred.
  • 3-5 years of experience in proposal writing and management, preferably for federal government contracts.
  • Experience working on healthcare and medical direct care proposals
  • Demonstrated successful track record of supporting and winning medical services contracts for federal and state agencies
  • Working knowledge of federal acquisition processes and regulations

Required Qualifications 

  • 2-3 years of GOVWIN and or DACIS experience
  • 2-3 years of strong Microsoft Office skills in Word, Excel, PowerPoint, and Outlook
  • 2-3 years of Salesforce experience preferred or similar software
  • Bachelor’s degree in English, Communications, Business, or a related field or a minimum of 10 years of experience in the field. 
  • Master’s degree a plus
  • Understanding of Cobblestone a plus
  • Experience using proposal software for compliance checks

Travel Requirements (Brief description of any travel or rotation requirements)

  • As required, but can expect up to 10% travel
  • Remote work schedule

Compensation | Min:$90,000/hr  Max: $100,000/hr

The pay range is based on several factors and may vary in addition to a full range of medical, financial, and/or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.
