BOOST is helping our client NAVSYS recruit for an experienced Proposal Manager, either full-time or part-time. This role requires experience with the full GovCon proposal life cycle, from capture to submission to final agreement. We are seeking a motivated self-starter with the ability to work with a diverse management and technical team with ability to work under pressure and the drive to meet tight submission deadlines as required.

RESPONSIBILITIES:

  • Review sam.gov and other capture sites for leads and work with senior management capture team for bid/no bid decisions
  • Work closely with the engineering team to create tools and resources needed to effectively sell our services, including sales collateral, training materials, and competitive intelligence
  • Develop and maintain strong client relationships with customers, partners and vendors
  • Oversee the execution of online quotes, demo requests, bid validity, effort and timelines in working with Marketing Operations
  • Attend lead generating events such as conferences and trade shows including the support of booth exhibits
  • Prepare draft response documents including white paper, quad chart, proposal response draft templates to meet requirements
  • Lead proposal preparation and submission process based on RFI/RFP requirements
  • Work with Senior Management, Project Manager, and Controller to organize and compile the technical/cost data, assertions, and any and all other required documentation
  • Manage compliance documentation, gathering information as needed
  • Support contract negotiation process, including coordination of NDAs, consulting agreements, verification of FAR DFARs and final contract provisions.
  • Lead proposal debrief process, with distribution of “lessons learned” to key contributors

QUALIFICATIONS:

Education/Experience Required:

  • U.S. citizenship required. At a minimum, must be security clearance eligible. An active Secret or Top-Secret Clearance is a plus
  • Minimum 4 years of experience in full proposal cycle management, including solid knowledge of Small Business Innovation Research (SBIR)
  • Requires exceptional organizational skill, ability to support a fast past and changing schedule, the ability collaborate proactively with a small but dynamic team, and willingness to jump in and help with broader communications-related efforts when needed
  • Demonstration of strong presentation, communication, and writing skills, the ability to be flexible and adaptable while maintaining and exhibiting excellent attention to detail
  • Knowledge of various government contract types such as: Time and Materials (TM), Firm Fixed Price (FFP), Cost Plus Firm Fixed (CPFF), The candidate must also have knowledge of contract/proposal pricing requirements for Cost/Price Volumes. The candidate must also independently define, schedule, and manage the proposal preparation and submission process, including the ability to understand and analyze the details of a RFP
  • Proficient in Microsoft Office including Word, PowerPoint, etc. and, ideally, MS Project

This is a hybrid position, working 2-3 days a week out of our Salida, Colorado location. Primarily remote work may be considered for top candidates.

Salary of $120,000 to $145,000, (or hourly equivalent for part-time), depending upon related experience and expertise
