JOB SUMMARY

This position, under minimal supervision and in accordance with general organizational requirements and accepted practices, assists the Public Works Director by providing leadership on an organization-wide and community basis to ensure that Public Woks services are provided in alignment with the City's strategic plans, goals, and objectives. This position is subject to 24-hour recall for departmental issues, emergencies and/or natural disasters.

ESSENTIAL JOB FUNCTIONS

  • Provides direct management and supervision of City Engineer;
  • Assists with the planning, organization and direction of Public Works programs related to engineering design, operation and maintenance of infrastructure, capital improvements, and service delivery;
  • Manages construction of minor and major construction projects including water lines, building construction and demolition; prepares, submits, and receives contract documents for bids and construction projects;
  • Ensures that department operations meet professional standards; local, state and federal governmental regulations; worker safety and other applicable rules and requirements through subordinate division personnel;
  • Assists in professional development and leadership of division personnel to include solid waste, water operations, facilities and grounds maintenance, fleet services and safety;
  • Performs duties involving instructing, assigning, reviewing, and planning work of others; maintaining standards and coordinating activities; allocating personnel; acting on employee problems; assists in the selection of new employees; issuing corrective actions/training and conducting performance appraisals; lead and support department career progression and succession planning;
  • Assists in the development and implementation of department long and short-term goals, performance standards, and innovative strategies to aid the department in meeting its mission;
  • Ensures the delivery of exceptional service to the community, fosters and develops partnerships with City staff, community representatives and external agencies including but not limited to, federal, state, county and regional governmental agencies;
  • Assist in the development and submission of the annual department budget making operational and capital project budgetary recommendations to the Director, assuring that appropriate linkages exist between budget goals, funding limitations, and service levels adopted to meet specific City/departmental/organizational goals; 
  • Provide administrative oversight of departmental operational and capital improvement budget development and expense monitoring;
  • Develop, review, and edit contractual agreements for property and services as needed;
  • Represent the Department/Director at meetings and City Council meetings and/or work sessions; and
  • Performs other duties as assigned.

MINIMUM REQUIREMENTS

  • Bachelor's degree in civil engineering or related field, required.
  • Professional Engineering license from the State of South Carolina, required or ability to obtain within six (6) months of hire date.
  • Six (6) years' of progressively responsible experience in the public works field to include experience in in engineering, solid waste, water operations, facilities and grounds maintenance, fleet services, construction or other public works related field, to include two (2) years of supervisory experience, required.
  • SC Class "A" Water Distribution Systems Operator License, preferred.
  • SC DHEC Erosion and Sediment Control Inspector certification, preferred.
  • SC DHEC Stormwater Plan Reviewer certification, preferred.
  • Valid Driver's License with safe driving record.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of pertinent federal, state, and local laws, codes and regulations related to municipal public works operations.
  • Knowledge of principles and practices of public administration.
  • Knowledge of principles and practices of strategic planning.
  • Knowledge of operational characteristics, services, and activities of a comprehensive public works program (e.g., streets, sidewalks, solid waste, water operations, facilities and grounds maintenance, fleet management, and team safety).
  • Knowledge of emergency operations during disasters, events and other incidents and crisis situations, as necessary.
  • Knowledge of principles and procedures of facility maintenance.
  • Knowledge of principles and practices of municipal budget preparation and administration.
  • Knowledge of management and leadership techniques, principles, and procedures.
  • Knowledge of principles and processes for providing excellent customer service, including accurate and thorough communication and the evaluation of customer satisfaction and opportunities to become a customer advocate.
  • Knowledge of techniques for providing a high level of customer service by effectively dealing with vendors, contractors and City staff.
  • Ability to interpret and apply federal, state, and local laws, codes, and regulations pertinent to public works operations.
  • Ability to effectively lead and direct assigned divisions, projects, programs, and activities to produce desired results.
  • Ability to select, motivate, and evaluate staff and provide for their training and professional development.
  • Ability to apply the highest level of creative thinking, complex analysis, and reasoning to originate and develop innovative program or production concepts, techniques or procedures which can have a major impact on the nature and quality of programming or operations.

  • Ability to establish and maintain effective relationships with City Administrator, City Council, Department Heads, employees and public as well as external organizations such as South Carolina Department of Health and Environmental Control (SCDHEC), US Environmental Protection Agency (USEPA), South Carolina Department of Transportation (SCDOT), numerous vendors, citizens, and merchants.

  • Ability to drive a city vehicle.
  • Ability to operate general office equipment including scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
  • Ability to operate and direct the use of other department-specific software, such as vehicle tracking, fixed asset management, and work order management systems.

WORK ENVIRONMENT

The work is typically performed in an office environment and outdoors. Occasional exposure to unpleasant environmental conditions and/or hazards. Seasonal exposure to extreme temperatures, wetness/humidity, and respiratory hazards (e.g., dust, dirt, etc.). Frequent exposure to mechanical hazards. Occasional exposure to chemical hazards, electrical hazards, and fire hazards.

PHYSICAL DEMANDS

Continuously requires vision, foot controls, hearing, and talking. Frequently requires standing, fine dexterity, walking, sitting, reaching, and bending. Occasionally requires handling, lifting, carrying, kneeling, and climbing. Light strength demands include exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree.

MENTAL DEMANDS

Frequently requires time pressures, emergency situations, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work. Occasionally requires irregular schedule/overtime and noisy/distracting environment.
