According to Presidential Policy Directive 8: National Preparedness (PPD-8), the nation must maintain a level of preparedness for the full spectrum of hazards and threats which face the country. National Preparedness requires efforts to be made across five mission areas: prevention, protection, response, recovery, and mitigation. The Federal Emergency Management Agency’s (FEMA) mandate is to build and maintain a capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. Most of the preparedness efforts FEMA conducts are focused on all-hazards preparedness. Regardless of the cause, FEMA maintains the personnel, supplies, authorities, tools, and capabilities to respond to any hazard.
The mission of OET is to identify, assess, and inform FEMA and its mission partners of emerging threats that may significantly challenge the Nation’s core capabilities for incident response and recovery. This mission is consistent with the Administrator’s 2022 Annual Planning Guidance and Objective 3.2 (“Posture FEMA to meet current and emerging threats”) of the 2022-2026 FEMA Strategic Plan. It is also aligned with FEMA Threat and Hazard Identification and Risk Assessment (THIRA) doctrine.
Goal 1: Develop a collaborative focal point within FEMA to work with multiple entities internal and external to the agency to identify and assess emerging threats and corresponding risks to inform and enable FEMA and its mission partners to respond and recover from such threats.
Goal 2: Using a collaborative partnership approach, translate analysis of threats and related risks into actionable guidance and inform the development of specialized plans, resources, and capabilities to address gaps related to specific emerging threats in coordination with relevant intra and interagency and mission partners.
Goal 3: Enhance FEMA’s capabilities to respond to and recover from emerging threats once such threats are actualized effectively and efficiently.
Goal 4: Strengthen partnerships and information sharing between FEMA and mission partners, the private sector, academia, and the R&D community to further enhance awareness and understanding of emerging threats and drive corresponding risk management approaches.
Position:
BryceTech is looking for an experienced Geospatial Information Systems (GIS) Analyst, with experience in emerging threat identification, risk analysis, and CBRN/Non CBRN threat assessments to support the DHS FEMA, Office of Emerging Threats Professional and Technical Services Contract.
Position Responsibilities:
- As a GIS analyst in support of FEMA OET, you play a critical role in managing and analyzing spatial data. Responsible for collecting, organizing, and manipulating geospatial data from various sources such as maps, satellite imagery, and surveys.
- Use GIS software, perform data collection and management, perform map creation and visualization, GIS database maintenance, spatial modeling and forecasting, perform spatial analysis, create maps, and generate visualizations to support FEMA OET and the decision-making processes.
- Interface directly with other department staff to determine its needs, make recommendations and perform project lead responsibilities.
- Gather and maintain knowledge of all mapping information and available resources in order to efficiently provide FEMA OET with tools to meet requirements.
- Present spatial data in graphic form and prepare technical documentation/reports of analysis and findings to submit to requesting staff.
- Design accurate, logically-formatted map layouts by placing and editing appropriate annotation and symbols on the maps using proper size and font.
- Provide support to the Emerging Threat and Risk Analysis Branch, Risk Management or Response & Recovery Support Branches, or the OET Management Team as required.
- Support in assessing and analyzing key policy issues, CBRN preparedness, as well as defense and security events, promoting, and protecting FEMA/CBRN equities.
- analyze gaps and identify opportunities where FEMA/CBRN should engage the broader community.
- Identify and assess emerging threats (to include existing CBRN threats) that are likely to challenge FEMA and its mission partners and the delivery of core response and recovery capabilities in novel ways.
- Research, develop, and/or inform the development of policy and planning guidance, with broad stakeholder input, to assist the FEMA and its mission partners in managing the risks associated with specific emerging threats.
Educational Requirements:
Bachelor's or Graduate's Degree in business, engineering or GIS, or equivalent experience.
Experience Requirements:
Experience with Geospatial software and systems.
Prior experience supporting DHS or FEMA Highly Desirable.
Can problem solve with attention to detail and collaboration skills.
Familiar with datasets and editing.
Experience with relational databases.

This is a hybrid position.
Position is contingent on BryceTech winning a prime bid on the DHS FEMA OET contract, having and maintaining TS/SCI eligible security clearance.
