JOB DESCRIPTION
Essential Function:
A full-time Finance Officer or Director of Finance with an accounting degree and at least ten years of related experience. This position should be responsible for overseeing the day-to-day operations of the finance department, maintaining a solid finance department infrastructure with streamlined processes and workflow efficiencies, and ensuring that effective internal controls are established and implemented. Support the organization’s mission by ensuring strong accounting, financial principles, and risk management systems are in place. Under general direction, provide highly responsible and complex financial assistance to the Executive Director and assistance with transit administration of federal/state-funded grant programs, including grant application, compliance management, and mandated reporting; administer the transit division budget, including preparation, capital planning, and revenue monitoring.
Major Responsibilities:
Finance
- Coordinate developing or implementing budgetary control systems, recordkeeping systems, or other administrative control processes.
- Extensive knowledge of accounting, auditing, and financial management principles, theories, and practices.
- Ensure that all GMCN financial transactions comply with rules and regulations set forth by contracting agencies and other sources and enter using generally accepted accounting procedures (GAAP).
- Ensure that all other significant financial management activities necessary for organizational stability occur regularly and on time.
- Develop annual and interim budgets in close conjunction with the Executive Director.
- Prepare the agency for the annual audit, including organizing all standard reports and analyses with the designated auditor to ensure timely completion.
- Prepare monthly cost allocation, generate requisite invoices and repo, and submit to appropriate agencies for payment. Review monthly with the Executive Director.
- Oversee all finance and administrative staff and activities.

- Provide accurate reporting to the Board of Directors and work with the Treasurer to ensure accountability and accuracy.
- Responsible for grant account activities, including review of invoicing for cost allocation reimbursable grants, contracts, budget and financial status reports, and payment review, as well as any other required reports or forms
Agency Management
- Participate in major change-management activities, including strategic planning, safety, policy, and facility development.
- Continuously evaluate processes and procedures and work with the management team to implement changes to ensure high operational efficiency.
- Anticipate, evaluate, and respond to external forces to mitigate the potential operational impact.
- Meet regularly with the Executive Director, individually and as a part of the management team.
Other
- Participates in committees and special projects.
- Other responsibilities and duties as assigned.
Required Skills and Experience:
- At least ten years of experience in financial management positions using generally accepted accounting procedures (GAAP) and ten years in Human Resources with significant responsibility.
- Computer proficiency, including using Excel, Word, Outlook, and accounting software programs.
- Strong interpersonal as well as written and oral communication skills.
- Strong orientation to detail while maintaining a ‘big picture’ perspective.
- Ability to work both independently and as part of a management team.
- Knowledge of, or ability to learn, federal and state regulations governing non-profit and transportation organizations.
- BS in Accounting, Finance, or Business Management.
- Ability to maintain a positive and approachable attitude.
- Ability to manage multiple tasks under pressure and meet tight deadlines.
- Strong organizational and time-management skills.
