JOB DESCRIPTION:

 

General Statement Of Duties: Performs, organizes, and oversees the maintenance and restoration duties of the park district’s natural areas, trails, and natural features requiring specialized skills including but not limited to; trail management programs, botanical and wildlife analysis, habitat and project evaluations. Coordinates the implementation of the management action plans, initiates program recommendations to the district’s plans and related outreach and program support, provides responses to public inquiries and concerns; other related work as needed.

 

Distinguishing Features Of The Class: An employee in this classification may act as an ongoing lead worker and must demonstrate expertise and specialized training in one or more specific areas of natural resources. Work is performed under the supervision of the Planning and Natural Resources Manager. The Natural Resources Specialist may exercise lead direction over the work of one or more employees designated as Park Specialists, volunteers, and/or seasonal help at the work site. This position may require work in the field full time in order to maintain, improve, and restore the district’s natural areas and related recreation improvements per supervisor direction. This position is a field representative and liaison with state and local agencies with regards to management agreements of natural areas, law enforcement and hazard abatement assistance with illicit activities, agreements or plans regarding habitat restoration, and riparian management, and general natural area stewardship.

 

Examples Of Essential Duties Performed: (Illustrative only. Any single position of a class will not necessarily involve all of the duties listed, and many positions will involve duties that are not listed.)

 

• May perform administrative and organizational duties, and conduct technical work related to natural resource area stewardship and restoration efforts, vegetation management initiatives, and maintenance activities. These efforts may occur within natural resource areas in parks, along trails, and other areas identified in the district’s Natural Resource Management Plan, Comprehensive Plan, and/or park-specific master plans.
• Under the direction of the Planning and Natural Resources Manager or Planning, Parks & Facilities Director, coordinate with the Natural Resources Planner and other relevant district staff to develop and revise departmental strategic plans and set annual natural resource management priorities.
• Provide operational data and feedback to inform annual and ongoing budgeting process, identify and recommend potential capital projects, inform and support project opportunities.
• May participate in developing and implementing public education outreach programs or initiatives with existing and potential partners. Create and manage public and volunteer events in natural areas.
• Coordinate with government agencies and other organizations to identify potential grants and other external funding sources to assist in the district’s natural resource management and/or restoration efforts, with ongoing project management during implementation of these efforts.

• May manage grant-funded projects, track and report on implementation progress, budgets, scheduled phases and outcomes.
• Assist in development, implementation and review of natural resources management plans for parks.
• May coordinate the work of seasonal employees, assigned workers or crews and contractors, including preparation and tracking of seasonal work plans.
• Coordinate with district staff to prioritize improvements and development of natural areas and parks, providing input for best practices in the field, compliance, operational, action and design objectives.
• May solicit and coordinate contractors or consultants to implement assigned phases of maintenance, stewardship, and restoration projects.
• Design and implement natural area preservation and restoration programs. Provide input to planning objectives and develop field recommendations and options to current vegetation and wildlife management practices.
• May develop and evaluate monitoring programs for existing and new restoration, habitat preservation, and wetland mitigation or similar ecosystem services compliance project.
• May inform management efforts through tracking and reporting of implementation progress, conducting field work to collect data, developing and maintaining accurate databases pertaining to restoration efforts within our natural areas.
• Coordinate or lead efforts in response to illicit activity in natural areas.
• Respond to public inquiries and concerns about natural areas and trail usage. Promote best management practices within district parks and natural areas to preserve and protect habitat and wildlife.
• Serve on or provide support to a variety of committees, task forces or focus groups as directed.
• Work on other duties as assigned.

 

DESIRABLE QUALIFICATIONS:

 

Knowledge: Knowledge of principles, and practices of natural resource issues.  Best management practices, technological developments, and trends in natural resource management. Considerable knowledge of specific attributes of the various types of wetlands, forested areas, streams, meadows, slopes, etc. of this region of the Pacific Northwest, including plant and animal identification techniques. Pertinent federal, state, and city laws, ordinances, codes and safety regulations. Considerable knowledge of park maintenance principles, practices, and equipment involved in the management of natural areas, trails, and features. Knowledge of pesticides and other biological alternatives in regards to variety, basic uses, and effects on plants and animals. Basic principles and practices of power tools, heavy equipment, and hand tools appropriate to natural area maintenance, their effective uses and safety considerations.

 

Skills: Safe and effective operating practices of light and heavy equipment used in area of assignment including but not limited to: chainsaw, power equipment, small tractor (i.e., Bobcat), towing trailers, etc., and hand tools. Some experience and knowledge in plant and wildlife identification, an understanding of habitats and management of related restoration projects. Interpersonal communication, problem-solving, and organizational skills. Current office procedures, methods, equipment, computers, and applicable software. Knowledge of GIS is desirable. A knowledge of trail construction and maintenance is desirable. An arborist certificate is desirable.


Abilities: Operate, repair, and maintain complex hand and power tools, machinery, field and construction equipment. Collect, compile, and analyze information and data. Identify occupational hazards and use safety precautions. Understand the organization and operation of the district and outside agencies as related to assigned responsibilities. Write clear and concise reports. Communicate effectively both verbally and in writing.

 

Required Experience And Training: Bachelor Degree in biology, ecology, wildlife management, environmental science, or related field and/or five years’ experience in environmental sciences and/or natural resources management or other fieldwork or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and ability to perform the above-described duties. 

 

Preferred Experience And Training: Master’s Degree in biology, ecology, wildlife management, environmental science, or related field and/or seven years’ experience in environmental sciences and/or natural resources management or other fieldwork or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and ability to perform the above-described duties. Certified arborist with three years’ experience. Experience and certifications to operate chainsaws and heavy equipment.

    

Necessary Special Requirements: Requires possession of a valid Oregon driver’s license or ability to obtain an Oregon driver's license or ability to acquire within two weeks; possession of a current Pesticide Applicator License (Herbicide) or ability to acquire within six months; because this job is considered safety sensitive, a drug screen test will be required prior to employment. Minimum age is 18 years old. 

 

Physical Requirements Of The Position: While performing the duties of this position, the employee is frequently required to bend, twist, kneel, reach, and stoop, often in conjunction with reaching for or manipulating objects.  The position requires the employee to lift potted plants, files, and equipment weighing less than 40 pounds and occasionally lifting supplies weighing up to 50 pounds.  The position requires operation of a motor vehicle on public roads and trails.  Manual dexterity and coordination, including but not limited to grasping, pulling, and squeezing, are required over 75% of the work period.  The duties of the position involve standing for the vast majority of the work period with exposure to different office noises and interruption.  The duties of this position will be a combination of office and field work.  Exposure to noise is moderate, and at times requires the use of ear protection while using noise-producing equipment.
