The Director of Capital Projects is responsible for planning, directing, and controlling the performance of the Capital Projects Program at TARTA. The Director of Capital Projects serves as a project or program manager for a variety of facilities, construction, and infrastructure projects, including FEMA, FTA, or state-funded projects.

The role of the Director of Capital Projects will focus on capital improvement and operations within TARTA. TARTA has recently embarked on a transformational journey with the passage of Issue 12 in 2021. This local sales tax levy has significantly increased the local investment into the transit authority and has also expanded its service area to all of Lucas County and the City of Rossford in Wood County. In response to the local community’s renewed focus and support of TARTA, the Board adopted TARTA Next, a ten-year plan to increase services, invest in capital assets such as new mobility hubs and a zero-emissions bus fleet, and to improve the customer experience through investments in technology, bus shelters and signage, and customer outreach. This transformation is well underway and powered by a dedicated team of professionals in each department from the leadership team to every front-line team member.

DUTIES AND RESPONSIBILITIES:

  • Plans, directs, and controls the performance of TARTA’s Capital Projects Program.
  • Develops, implements, and monitors business processes and procedures for the consistent delivery of high-quality projects for TARTA in compliance with Federal Transit Administration (FTA), state and local laws, and other relevant regulations.
  • Establishes and maintains liaison as required with boards, committees, neighborhood groups, and commissions. Responds to inquiries from the public and provides information about the status of projects undergoing review. Prepares and presents reports to management and the Board of Directors.
  • Participates in the development of the annual Capital Improvement Program and budget
  • Establishes, maintains, implements, and audits cost and schedule management activities for Capital Projects to ensure compliance with policies, procedures, and plans.
  • Participates as a critical team member for grant proposals and requests to secure funding for Capital projects.
  • Assembles a multidisciplinary team for capital project reviews to ensure the delivery of a high-quality project; interprets complex project design and construction budgets, schedules, and costs to ensure conformance with authorized scope, time, and dollar requirements.
  • Reviews, analyzes, and monitors actual performance related to budget, cost, and schedule management activities.
  • Chairs various project reviews, pre-submittal, status, and construction meetings. Takes action to keep program or project on schedule and within budget—without compromising quality.
  • Works closely with Finance Department including, accounting, grants, and supplier diversity divisions and other stakeholders, to ensure compliance and success of assigned projects, including audits.
  • Manages contracts for outside services/vendors to support capital program development and oversees projects.
  • Demonstrates TARTA’s organizational values of Respect, Communications, Integrity, Inclusion and Safety.
  • Regularly attend state and federal public transit conferences and professional development opportunities.
  • Maintains, supports, and promotes a safe work environment while complying with all TARTA’s safety rules, policies, and procedures.
  • Contributes to ensuring that the DBE, WBE, and MBE policies and programs of TARTA are carried out.
  • May be required to perform other related job duties.

Minimum Qualifications

  • A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.
  • Valid Drivers License

Education and Experience

  • Bachelor’s Degree in Engineering, Construction, Business, Planning, Architecture or a related field; Master’s Degree in a related field preferred.
  • Ten years of relevant experience or five years of relevant supervisory-level experience in facilities, construction, or related civil projects and/or programs.

Employees will experience varying weather conditions and will need to navigate uneven terrain, construction materials, and equipment. In addition to fieldwork, this role also involves tasks performed in an office setting. This includes providing support via phone, email, and remote desktop tools. Physical Effort Required

While performing the duties of this job, the employee is frequently required to sit (at a desk or table), talk, and/or hear. The employee is occasionally required to stand, walk, use hands to finger, handle, or feel and reach with hands and arms. The employee is required to operate a telephone or other telecommunications device. Extensive use of a computer, mouse and keyboard and viewing of the computer screen is required. Specific vision abilities required of this job include vision, color vision, and ability to adjust focus.
