The Frayser Community Development Corporation, established in 2002, believes that every person should have the chance to live the American Dream of homeownership. This is why we strive to make affordable homeownership opportunities available and effectively communicated to the public. The Frayser CDC, an established and stable housing nonprofit in Memphis, TN, is seeking an individual with knowledge and understanding of the identification and implementation of real estate development projects from initial conception through financing, construction, rent-up, sale and stabilized occupancy. The Director of Housing Acquisition and Construction will have working knowledge of contracts and the ability to discuss and negotiate with realtors, developers and grantors to help improve the neighborhood in which we work. The Director is responsible for ensuring timeliness of deliverables and meeting milestones, as well as ensuring the projects meet any financing requirements and real estate best practices. Must be flexible, self-directed, good with details, and comfortable working in and with a diverse community.

Essential Functions:

1. Acquire vacant lots – resolve any applicable title insurance issues.

2. Acquire houses to be demolished – resolve title issues.

3. Acquire home through appropriate points of connection.

4. Performs initial project management for special projects as necessary including:

  • Project initiation (site analysis & selection, financial feasibility, schedule & budget, and maintaining political support).
  • Project determination (financial structure, funding commitments, cost estimates, establishment of project pro forma, due diligence).
  • Project design (architect/engineer development, plans & specs, set-up of requisition system). Develop and execute renovations to properties as needed. Complete rehab specifications, bid jobs to contractors, oversee construction, approve payments, etc.

5. Compliance – ensure that all permits, warrantees, etc. are in place and in a timely manner.

6. Familiarity and understanding of grants management. Will implement programmatic requirements of grant contract and grant goals. Will monitor in coordination with the Executive Director and the Business Director the financial requirements of grant terms, prepare reports as required.

7. Ensure appropriate upkeep of properties and the grounds. Will oversee assigned vendors and will monitor on a regular schedule.

8. Communicate/coordinate with CDC staff re acquisitions, payments, etc.

9. Represent the CDC in home sales, coordinate paperwork for execution of documents by the Executive Director.

10. Will assist the Executive Director in strategic planning and budgeting including helping to evaluate the allocation of financial resources.

Minimum Qualifications:

  • 5+ years of related work experience in construction, housing development and management.
  • Demonstrated ability to negotiate real estate transactions including ability to review legal documents and negotiate terms to protect the agency’s financial and business interests.
  • Familiarity with housing compliance and regulatory requirements of various funding sources, real estate laws and procedures, land use and zoning restrictions, mortgage and construction finance, and property/asset management procedures.
  • In-depth knowledge of Federal, State and local housing and community development programs.
  • Excellent verbal, written, and interpersonal communication and organizational skills.

Schedule: M-F 9am-5pm 40 hours/wk

The Frayser CDC provides access to affordable homes for low-to-moderate home buyers. Our agency purchases blighted houses and fully renovates and resells homes. Our objective is to stabilize household budgets through affordable housing, while building wealth for surrounding homeowners through blight removal and improved home values.

Pre Purchase Counseling:

Pre purchase counseling is designed to help you determine if home ownership is right for you, how much house you can afford, understand and improve your credit score, and save for a down payment. We also provide guidance on down payment assistance sources and good mortgage lenders.

Post Purchase Counseling:

Provides you with helpful tips to protect and maintain your home, teaches you preventative maintenance procedures and budgeting strategies for maintenance and repair, review resources for home repair and improvement, as well as helping you understand property taxes and home insurance.

Prevent Foreclosure/Eviction:

Counseling services that will help you retain and sustain your home, teach you about financial options, assist homeowners with avoiding foreclosure, renters with understanding their rights and responsibilities, and providing both with resources to transition from home ownership to rental housing.

Commercial Revitalization:

The CDC owns 7 commercial properties and has numerous partnerships with small businesses in 38127.

The Frayser Connect:
