Job Overview:

The Contract Conformance Specialist (CCS) will be responsible for ensuring compliance with all executed contractual arrangements related to assigned capital and maintenance projects. This role involves managing the flow of documentation and communication between the company and contractors to ensure all contractual obligations are met. The CCS will play a crucial role in identifying, communicating, and resolving contractual issues in a timely manner.

Key Responsibilities:

  • Oversee the day-to-day conformance responsibilities for all assigned projects, ensuring compliance with contractual agreements.
  • Manage the documentation and communication flow between the company and contractors.
  • Facilitate the identification and resolution of contractual issues.
  • Collaborate with various in-house departments, including legal, project management, construction management, business development, system planning, procurement, contract management, project controls, and other functional groups.
  • Report directly to the Area Construction Manager, with an indirect reporting line to the Contract Conformance Regional Lead (CCRL).
  • Work on projects or programs with a total budget of up to $400 million annually, with each project typically lasting up to 4 years.

Duties Include:

  • Understand and comply with the Project Execution contracting strategy.
  • Assist in preparing contract exhibits, including scope, specifications, pricing, and special instructions.
  • Draft technical contract language for each assigned project.
  • Coordinate with contract management specialists to ensure project-specific requirements are included in final contract documents.
  • Support project management during contract negotiations in the bidding and formation phases.
  • Develop and implement a project-specific communication plan.
  • Train team members and third-party personnel on contract conformance.
  • Review contractor submissions for compliance with contracts and notify contractors of any non-compliance or deviations.
  • Maintain correspondence and documentation logs for contractors.
  • Manage the change order process, including reviewing contractor requests and preparing approved change orders.
  • Prepare agendas, participate in contract-related meetings, and distribute meeting notes.
  • Implement and maintain a document control and retention system for project contracts.
  • Review contractor invoices for compliance and ensure timely payment processing.
  • Coordinate with project teams and legal leads to resolve contractual issues.
  • Monitor and track service request orders (SRO) for external service providers.
  • Ensure strict compliance with contract close-out procedures.
  • Assist during internal and external compliance audits.
  • Communicate regularly with the CCRL regarding contractual requirements and issues.

  • Familiarity with best management practices for contracting and the ability to support complex contract negotiations.
  • Strong organizational and prioritization skills, capable of managing multiple tasks with minimal supervision.
  • Problem-solving skills with the ability to take proactive measures to prevent issues from escalating.
  • Proficient in Microsoft Office and other office software applications.

Qualifications:

  • Bachelor’s degree in engineering, construction, legal, technical, or business discipline, with at least 4 years of experience in legal, engineering, construction, contract administration, or contract conformance, preferably in the gas pipeline industry;
    or
  • Associate’s degree with 7-10 years of relevant experience in legal, engineering, construction, contract administration, or contract conformance, preferably in the gas pipeline industry.
  • In-depth knowledge of the contracting process and issues related to energy industry construction projects.
  • Understanding of the purpose and use of various contract documents.
