Position Summary:

The inclusion specialist is responsible for organizing, coordinating, and ensuring the provision of high-quality disability and mental health services within the program. This role involves close collaboration with teachers, parents, external service providers, and the management team to support the developmental and mental health needs of children, ensuring compliance with state, federal, and Head Start Program Performance Standards.

Duties and Responsibilities:

Disability Duties:

  • Organize and coordinate the program's disability services effort which includes recruitment, enrollment, screenings and coordination of specialized services
  • Assist in the completion of developmental screenings, follow-up, and documentation of child records, according to state, federal, and Head Start Program Performance Standards
  • Assist in the implementation of established Child Start, Inc. ongoing monitoring systems, including file reviews, site reviews, analysis of data, and observations to ensure quality services for children with disabilities that meet federal, state, and Head Start regulations and standards
  • Coordinate the implementation with LEAs of an Individual Education Plan (IEP) for children with disabilities in conjunction with appropriate qualified professionals, the child's teacher, parent/guardian, and other staff. Initiate and facilitate 504 meetings for children not eligible for school district special education services
  • Stay abreast of all special education laws (IDEA, PL 94-142, PL 99-459) and civil rights Laws (Section 504 and Americans with a Disability Act) and the implications of these laws for Head Start programs; provide this information to staff; document mandates of IDEA and Head Start Performance Standards
  • Work with teaching staff to develop, implement, and document the transition of children from special education programs. Participate in end-of-the-year Individual Family Service Plan/Individual Education Plan (IFSP/IEP) reviews for children transitioning to preschool or kindergarten
  • Work with teachers, management team, and the coach to coordinate accommodations and adaptations. Provide guidance and developmentally appropriate strategies to maximize successful inclusion and continuity of care for children with disabilities
  • Maintain strong working partnerships with service providers including Memorandums of Understanding with LEAs
  • Ensure the program’s computerized database and record-keeping systems for the disabilities service area are updated and maintained
  • Ensure that data for the developmental and disabilities sections of the PIR is complete and accurate

Mental Health Support:

  • Schedules mental health observations with contracted professionals
  • Monitor, arrange, and coordinate mental health services of children
  • Conduct observations of children in classroom, home, and community settings
  • Assist with the development of interventions and behavior plans for children with challenging behaviors
  • Discuss the mental health needs of children, identify family strengths and needs, and develop action plans to utilize internal and community resources to assist families
  • Advocate for parents and provide referrals as needed
  • Maintain behavioral health Memorandums of Understanding
  • Monitor and manage deadlines, ensuring timely completion of tasks and projects

General Responsibilities:

  • Promote regular communication with parents via phone calls, newsletters, e-mails, flyers, school activities, and meetings to form mutually supportive relationships
  • Provide support to volunteers, substitutes, staff members and parents when in the classroom setting
  • Maintain a positive working relationship with internal and external stakeholders to ensure students are receiving a quality educational experience
  • Make on-site visits to each classroom at individual sites to help identify children with disabilities and to ensure these children are receiving necessary services
  • Promote team cooperation in the provisions of mental health and disability services to Head Start children
  • Provide in-environment support for behaviors that staff need assistance with.
  • Maintain up to date family and child contact notes in Child Plus
  • Offer support, guidance, and ideas to staff to increase teaching strategies
  • Other duties as assigned

Recommended Qualifications, Education and Experience:

This position must have the minimum of a bachelor’s degree in early childhood education, special education, disabilities, child development, speech and language pathology, or other related field.

Preferred:

  • Minimal of 2 years recent experience working with special needs or disabled young children and their families
  • Intermediate to advanced computer skills, internet and e-mail
  • Proficiency Excel, ChildPlus, Microsoft Office Suits Programs, and/or other computer software programs related to documentation
  • Knowledge of regulations IDEA and civil rights Laws
  • Ability to seek out methods designed to maximize successful classroom inclusion of children with disabilities
  • Ability to represent Child Start, Inc.at joint IEP meetings with local school districts
  • Skill in collecting and analyzing data; prepare reports and maintain records
  • Excellent organizational and time-management skills
  • Strong verbal and written communication abilities
  • Attention to detail and a high degree of accuracy
  • Ability to multitask and prioritize effectively in a fast-paced environment
  • Strong problem-solving skills and a proactive approach
  • Ability to work independently and as part of a team
  • Strong interpersonal skills and the ability to build relationships with stakeholders

Required:

  • Must be 18 years or older
  • Must be in possession of a valid Montana Driver’s License
  • Must complete required health screenings, immunizations, and physical
  • Must pass a comprehensive State and FBI fingerprint background check

Working Conditions:

Tasks that involve possible exposure to blood, bodily fluids, or tissues. Risk involved with travel on national flights, main highway, side streets, and rural roads during business travel, including travel to meetings and training events. Tasks may involve handling implements or utensils, use of public or shared bathroom facilities or telephones and personal contacts. Possible exposure to communicable diseases. This is a job that is a mixture of desk work, standing for long periods of time, and visits in the community. This job may require you to lift items up to 50 lbs. in weight. Ability to successfully perform the job in this manner is required.
