Job Overview:

This position is a Fire Program Support Specialist within the Fire Protection Bureau (FPB). This position performs several programmatic and administrative support duties for the fire program activities and/or services. As a program specialist, the incumbent performs a variety of both complex and routine, administrative, and/or analytical duties in support of the DNRC’s fire training and qualification management database known as the Incident Qualification System (IQS). The work involves identifying and analyzing the needs of the program(s); evaluating current standard operating procedures (SOP); researching program issues and recommending administrative strategies or changes. The position also provides fiscal and administrative support for preparedness funding and grant programs utilized by the Fire Protection Bureau including grant administration, contract development, performance monitoring, technical writing, and communication and negotiation.

This position reports to the Deputy Chief of the Fire Protection Bureau, but also directly serves the Bureau Chief, and other Fire Bureau staff as necessary.

Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned.

Fire Protection Program Support:
As a Fire Program Support Specialist, performs and oversees several programmatic and administrative support duties for the fire program activities and/or services in support of ongoing Department, Division, and Bureau objectives. Grant Administration, Monitoring and Technical Assistance:
Provide fiscal, technical, and administrative support of grant programs utilized by the Fire Protection Bureau These State and Federal grants include, but are not limited to, the Rural Fire Capacity (RFC), Volunteer Fire Capacity (VFC) and the Cooperative Fire Protection Capacity (CFPC) programs and the State Fire Capacity (SFC). These duties require knowledge of fire and natural resource management, grant administration, contract development, performance monitoring, technical writing, and communication and negotiation techniques.

Minimum Qualifications (Education and Experience):
Requires a combination of education or experience equivalent to an associate degree in forestry, public administration, office administration, business or other related field and three years’ experience including fire support, fire business, and IQS experience.

Grant management experience is desired. This may include experience on the project/receiving side of grants, or on the awarding and administering side. Proficiencies in expense and accomplishment tracking and reporting is ideal. 

Required knowledge, skills, and abilities:
This position requires a working knowledge of active forest management and/or community planning, as well as familiarity with the National Cohesive Strategy; the DNRC Forestry Assistance and Fire Protection Bureau programs; the Montana Forest Action Plan; and Fire Protection Strategic Plan. The position requires the ability to effectively communicate the DNRC’s needs, objectives, and accomplishments related to Forestry Division programs. Skill in project management, written and verbal communication; automated report writing tools and techniques; wildfire information technology system; Incident Qualifications System are required. The position requires strong interpersonal skills and confidence in speaking to a variety of audiences and demonstrating competencies in long-term strategic planning, and accomplishment monitoring.

SPECIAL INFORMATION:  Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.

ELIGIBILITY TO WORK:  In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States. Examples of such documentation include a birth certificate or Social Security card along with a driver’s license or other picture I.D., or a U.S. passport, or a "green card".
