The Senior Contract Specialist is responsible for managing and overseeing complex procurement processes and contract administration activities. The successful candidate will have a deep understanding of procurement regulations, contract law, and the intricacies of specialized procurements.
RESPONSIBILITIES
- Develop pre-award and post-award documents, solicitations, modifications, award documents, D&F’s and work with the Center program offices to assist with the development statements of work (SOW), terms and conditions, and other complex requirements and or highly specialized procurements.
- Conduct pre-proposal and post-award meetings with prospective contractor(s) to ensure they have a clear understanding of what is required under the proposed contract.
3. Develop pre-negotiation positions, determine the types of contracts and negotiation authority to be used and prepare the proper justifications.
4. Determine the most appropriate method of procurement and the competitiveness of the cost range; Serve as the subject matter expert to the Technical Evaluation Team; provide instructions and guidance on how to evaluate the bids or proposals, as required; and verify references, past performance and recommendations for selecting the awardee.
- Conduct cost and price analysis to verify cost and price data, subcontracting plans, and any other applicable documentation.
6. Prepare and maintain current acquisition plans, milestone charts, and related schedules
7. Perform analyses of all cost elements in contractor proposals and make competitive range determinations.
8. Serve as lead negotiator for assigned procurements.
9. Perform full range of contract administration activities such as, but not limited to, contract modifications, development of change orders, issue stop work orders, review settlement proposals, monitor vendor/contractor adherence to all contractual and performance related guidelines and terms, and termination of contract.
10. Use assigned systems and tools (e.g. AAMS, SharePoint, DocuSign) to input, track and report on work items.
11. Perform and execute all duties and responsibilities associated with this position as required and assigned.

QUALIFICATIONS
License and Certifications
Preferred Certifications: Certified Professional Contracts Manager (CPCM); Certified Federal
Contracts Manager (CFCM); FAC-C Level III within the past five years or FAC-C Professional
Education
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at
least 24 semester hours in any combination of the following fields: accounting, business, finance,
law, contracts, purchasing, economics, industrial management, marketing, quantitative methods,
or organization and management.
Experience
At least 4-years’ experience in contracting or related positions. At least 1 year of that experience
must have been specialized experience at or equivalent to work at the next lower level of the
position, and must have provided the knowledge, skills, and abilities to perform successfully the
work of the position.
