Duration: 910 hours
Work Schedule: Days and Shift timings
Pay rate: M-F - 8:30 AM - 5:00 PM {35-hours per week}

Responsibilities for this position include, but are not limited to:

  • Position Overview:
    Reporting to the Senior Manager of Rolling Stock and Shops Operations Administration, the Administrator of Business Intelligence and Evaluation is a senior-level position focused on advancing the strategic financial and operational objectives of the Rolling Stock & Shops (RS&S) department. This role is pivotal in applying advanced data analytics, predictive modeling, and resource forecasting to ensure the department operates efficiently and effectively.
    The successful candidate will design, develop, and maintain complex data models and pipelines, analyzing extensive datasets to forecast operational needs, railcar availability, and required staffing levels. The Administrator will also lead efforts in cost optimization for maintenance activities, utilizing advanced Excel, SQL, Python, R, and other data visualization and analysis tools. These models will align RS&S staffing and material resources with operational demands, service level agreements, and efficiency and reliability metrics, ensuring that resources are used efficiently.
    In addition to core responsibilities, the incumbent will conduct ad hoc and ongoing research and analysis projects, providing management with strategic operational scenarios for decision-making and implementation. The Administrator will also build dashboards, scorecards, and reports to meet service level and other operational requirements, contributing to the definition and monitoring of key performance indicators.
    The Administrator will serve as the RS&S subject matter expert in data analytics, business intelligence, and operational reporting, providing actionable insights to help drive decision-making and improve operational effectiveness.

    Ideal Candidate Profile:
    The ideal candidate for the Administrator of Business Intelligence and Evaluation position will have a strong background in data analytics, predictive modeling, and resource forecasting within an operational context. This individual will have demonstrated effective communication and collaboration skills across various staff levels and will be committed to spending time in a maintenance facility to gain a deeper understanding of railcar maintenance operations. The ideal candidate will embrace a continuous improvement mindset and be dedicated to the ongoing development of professional and technical skills.

    Duties:
    1. Data Management and Analysis
    o Design, develop, and maintain data pipelines to analyze and organize raw data.
    o Interpret trends and patterns to meet departmental needs and support enterprise-level data initiatives.
    o Utilize advanced data visualization tools to conduct data extraction, manipulation, and analysis.
    o Build predictive models and machine-learning algorithms to provide actionable recommendations and insights.
    2. Reporting and Visualization
    o Create dashboards, scorecards, and reports to meet service level and operational requirements.
    o Provide management with strategic operational scenarios for decision-making and implementation.
    o Serve as a subject matter expert in data analytics, business intelligence, and reporting data related to reliability, vehicle performance, operations, asset management, staffing, and finance.
    3. Project Leadership
    o Lead and coordinate data projects, ensuring timely completion and alignment with departmental goals.
    o Evaluate the effectiveness of models, reports, and programs, providing actionable insights to improve decision-making.
    o Communicate and present analysis to management staff on an ongoing basis.
    4. Collaboration and Communication
    o Collaborate with a cross-section of staff, utilizing excellent people, organizational, and communication skills.
    o Make recommendations for policy and programmatic changes within RS&S and drive those recommendations to action as appropriate.
    5. Support and Training
    o Support the advancement of analytical capabilities within the department.
    o Provide training and support to staff on data analysis techniques and tools.

  • Minimum Qualifications
    Education: Bachelor's degree in computer science, information systems, statistics, math, data analytics, or a related field.
    Experience: Four (4) years of full-time equivalent verifiable experience in data analytics or modeling.
    Skills: Proficiency in advanced data visualization tools (e.g., SQL, Power BI, Python, R), predictive modeling, data analysis, and reporting.

    Preferred Qualifications
    Experience in operations, maintenance, transit, or production-based departments.
    Knowledge of principles and practices of maintenance practices and Reliability Centered Maintenance.

    Working Conditions
    Environment: Office environment with exposure to computer screens; occasional visits to shops and maintenance facilities.
    Physical Conditions: May require maintaining physical condition necessary for walking, standing, or sitting for prolonged periods.

    Key Skills and Experience:
    · Extensive experience in conducting complex data analyses and developing robust financial and operational models.
    · Proficiency in extracting, manipulating, analyzing, and integrating large datasets using advanced data visualization tools.
    · Expertise in resource forecasting and predictive analytics with a focus on aligning operational needs with financial objectives.
    · Familiarity with Oracle-based financial, budgetary, and human resource systems or equivalent ERP systems.
    · Strong problem-solving skills, with the ability to frame issues and structure data for thorough analysis.
    · Capacity to comprehend complex issues and work collaboratively towards effective solutions.
    · Excellent research, reading comprehension, and professional writing abilities.
    · Ability and enthusiasm for working in a fast-paced, dynamic, and evolving environment.
    · Comfort with managing ambiguity and adapting to changing circumstances.
