JOB LOCATION: WATERCRAFT EQUIPMENT BASE - YOKOHAMA NORTH DOCK (WEB-YND) IN YOKOHAMA, JAPAN

Purpose/Summary:

U.S. Marine Management, LLC (USMMI) is providing support to the U.S. Army Pre-Positioned Stock Four (APS-4) Watercraft/Modular Causeway System (MCS) Care of Supplies in Storage (COSIS), Exercise and Maintenance program located at the Watercraft Equipment Base – Yokohama North Dock (WEB-YND) in Yokohama, Japan, to support Military and Humanitarian actions worldwide.

The Fault Engineer will act as task organizer for the two Fault Repair Team’s activities and interface with the Maintenance Supervisor - COSIS, Fault Repair Technicians, Field Level Maintenance personnel and identified external contractor workforce performing below sustainment level Over and Above fault repairs.

The Fault Engineer will provide directives and guidance to the Fault Repair Technicians in managing the fault repair teams and execution of prioritized vessel fault tasks. The Fault Engineer identifies faults through the Global Combat Support System – Army (GCSS-Army) database and DA Form 2404s and organizes the daily crew and organizational level maintenance to be performed on all assigned (APS-4) Watercraft/Modular Causeway System (MCS) and pieces of Army Pre-positioned equipment. The Fault Engineer will maintain records and reports for all repairs and maintenance. He is directly responsible for the development of the fault projections report documentation and the fault actual performed documentation as required for contract execution.

Key Responsibilities:

  • Responsible to the Maintenance Supervisor – COSIS to direct, coordinate and monitor, daily, Fault Repair Technicians and teams, ensuring performance and compliance with safety, environmental requirements, identified fault repair schedules and adhere to projected costs as outlined by the General Manager and Maintenance Supervisor - COSIS.
  • Required to perform and execute hands on troubleshooting and maintenance requirements up to and including Air Conditioning and Refrigeration (AC & R) maintenance and repairs, electrical/electronic repairs, engine repairs, pipe repairs, motors and pump repairs, deck equipment repairs etc. without supervision or directive.
  • Oversee maintenance activities of subcontractor/vendors for unplanned and planned maintenance requirements for tasks Over and Above COSIS and below the sustainment level identified repairs for APS- 4 Army Watercraft and Equipment
  • Advise Maintenance Supervisor – COSIS of the status of the work in progress, material availability and any potential problems and recommend corrective action measures to ensure that personnel, equipment, material and services are provided as needed
  • Provide status on repair schedules, cost adherence, required records and data associated with the execution of the maintenance performed on all Watercraft/MCS
  • Develop and maintain COSIS Specific maintenance documentation in accordance with Performance Work Statement requirements as directed by the Maintenance Supervisor – COSIS
  • Perform upload of maintenance data into the Global Combat Support System – Army (GCSS-Army) database, provide job sheets from GCSS-Army for maintenance tasks, and perform management of fault repairs in accordance with GCSS-Army, Technical Manuals (TMs), Army Regulations (ARs), Technical Bulletins (TBs)
  • Research and provide parts ordering documentation for ordering through GCSS – Army and Local Purchasing from vendors
  • Will perform tasks as requested and when requested by the General Manager or the Maintenance Supervisor – COSIS in support of COSIS operations that may be outside of normal daily requirements
  • Perform additional duties and achieve additional certifications in support of COSIS Operations as requested and appointed by the COSIS General Manager
  • Required to perform the duties of Chief Engineer while underway/performing sea trials of all Army Watercraft on site
  • Required to perform Engine Logbook entries as needed
  • Position Specifications:
  • Education and Experience
  • Watercraft experienced Warrant Officer, Senior NCO or equivalent with 5 - 10 years of Army Watercraft maintenance experience, able to obtain/reinstate and maintain a U.S. Army Chief Engineer 881A2 License or hold a current USCG (Motor, 5000Hp or greater) Merchant Mariner/Chief Engineer License
  • Proficient in the use of proven maintenance management systems such as NS5 and SAMM etc.
  • Preferred candidate must possess experience in the application and use of the GCSS-Army database operational system and applications and use of internal maintenance management modules Army

Technical Skills and Competencies Required

  • MS Office Suite (Word, PowerPoint, Excel), MS Outlook, web applications, and document publishing applications (preferable)
  • Excellent written and oral communication skills, and he/she must be adaptive and flexible in meeting the needs of the business.
  • Supports commitment to safety and other selected company standards and certifications
  • USMMI is a drug-free work environment and requires employees to take random drug tests during their employment with the company.
  • Candidate must be a U.S. citizen capable of obtaining a security clearance from the Defense Security Service (DSS).

Physical Demands & Work Environment

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Typically, the employee will be required to split time between a general office setting and working on board U.S. Army Class A, B and C watercraft and Modular Causeway Systems, performing sea trials, dock trials and vessel equipment maintenance and operational checks. Vessel work will require employee to wear hearing protection due to high noise decibels. Vessel climates change with the seasons and the employee may be in varying temperatures requiring various protective clothing. Employee will be required to work outside on vessels performing checks and repairs, which may be during inclement weather, requiring the wear of rain gear and safety items. In the office setting the employee may sit comfortably to perform the work, usually at a computer terminal – with short breaks or lunch period. Day to day requirements will require some bending/stooping, reaching above shoulder level, walking; standing; carrying of light items such as parts, equipment, papers, books or packages of up to 25 pounds. Should be able to hear & speak clearly using phone / headset to communicate with customers; be able to navigate, view & enter information on the computer.
