We have a full-time exempt salaried position available for a Corporate Compliance and Quality Assurance Director in West Des Moines, Iowa. We offer a competitive salary and benefits package.

Reports To: Chief Executive Officer

Job Summary: The Corporate Compliance and Quality Assurance officer is responsible for developing an effective corporate compliance program to prevent and detect regulatory risk. This role oversees these items across the company and is responsible for planning, developing, and directing quality assurance programs to promote quality products and to maintain a quality system.

As part of UCS Healthcare, team members will follow all laws and regulations, including those at the Federal, State, and Local level. They will also adhere to all UCS policies and procedures, including patient confidentiality, HIPAA/ 42CFR part 2, and all CARF requirements. All team members will operate in alignment with UCS Healthcare’s core values, work effectively in a team environment, provide or support patient-centered services, and strive to assist UCS Healthcare in delivering the highest level of care.

Essential Functions (95%):

Quality Assurance

  • Ensure quality products and processes by establishing and enforcing quality standards and testing processes. Monitor performance of quality control systems to ensure effectiveness and efficiency.
  • Implement and evaluate process improvement projects using data, focus groups, and walk throughs. Analyze quality control test results and provide feedback and interpretation to production management or team members.
  • Track incident and grievance reports to determine training needs.
  • Responsible for the follow-up and analysis of incident reports.
  • Develop surveys for quality assurance purposes.

Corporate Compliance

  • Update policy and procedure manuals regularly and update all CARF standards annually. Updates all related handbooks at least annually.
  • Develops compliance programs, reviews company policies, and advises management on possible risks. Discuss emerging compliance issues to ensure that management and employees are informed about compliance reporting systems, policies, and practices.
  • Monitors compliance with federal, state, and local regulatory requirements while staying abreast of laws and regulations that might affect policies.
  • Responds to alleged violations of rules, regulations, policies, procedures, by evaluating or recommending the initiation of investigative procedures. Working with the Human Resources Director to develop and oversee a system for uniform handling of such violations.
  • Depending on the type of investigation, investigates the allegation or monitors investigations that other team members perform.
  • Independently investigate and act on matters related to compliance, including the flexibility to design and coordinate internal investigations and any resulting corrective action with all departments, contracted vendors, and, if appropriate, independent contractors.
  • Maintain documentation of compliance activities, such as complaints received or investigation outcomes.
  • Develop policies and programs that encourage managers and employees to report suspected fraud and other improprieties without fear of retaliation.
  • Responsible for Health and Safety programs, training, and initiatives for the organization.

Company Training

  • Train team members on corporate compliance issues and on incident reporting.
  • Work in conjunction with Human Resources to develop and administer annual training plans in accordance with CARF requirements, quality assurance, and compliance initiatives.
  • Provide other training as determined necessary.

Leadership Responsibilities:

  • Responsible for hiring and evaluation of team members, demanding high performance and results within department.
  • Ensure team members' work aligns with UCS Healthcare's mission and strategy.
  • Invest time and resources in the training, development, support, and success of the team; effectively delegate to accomplish goals and build team members' capability and confidence.
  • Coach and mentor team members; provide constructive feedback and address performance issues promptly.
  • Complete and maintain required recordkeeping, including applicant tracking, onboarding, supervisions, and annual reviews.

Other Functions (5%):

  • Take minutes for executive team members.
  • Other tasks as assigned

Minimum Required Knowledge, Education, Experience, Skills, and Abilities:

  • Bachelor’s Degree in Healthcare Administration, Compliance, Quality Assurance, or a related field.
  • At least 3 years experience in healthcare compliance, healthcare agency or government affairs.
  • Proven track record of effective team leadership and project management.
  • Knowledge of Federal, State, and local laws and regulations.
  • Basic knowledge of accreditation and licensure requirements.
  • Detailed oriented with strong analytic ability.
  • Demonstrates strong skills in presentation, analysis and problem-solving, and communication and writing.
  • Ability to work in a fast-paced environment while demonstrating flexibility, commitment to teamwork, and a willingness to change assignments to meet the needs of agency or patients.
  • Maintains appropriate degree of confidentiality.
  • Demonstrates a strong self-initiative, self-motivation, effective time, organizational, and prioritization skills.
  • Proactively identifies problems or issues and takes lead in resolving issues.
  • Strong computer skills including knowledge and experience with Microsoft Office software applications.
  • Demonstrates strong collaboration and quality improvement process skills.

Preferred Knowledge, Education, Experience, Skills, and Abilities:

  • Strong understanding of CARF, HIPAA, 42 CFR part 2, and Iowa’s Behavioral Health Services System.
  • Healthcare Compliance Certification (CHC) or Certified Professional in Healthcare Quality (CPHQ).

Supervisory Responsibility: See Organizational Chart

Physical Requirements: Remaining in a stationary position, often standing or sitting for prolonged periods. Communicating with others to exchange information. A valid driver's license is required and liability insurance or an equivalent means of reliable personal transportation and coverage as travel within the state of Iowa may be necessary.
