DOMICILE REQUIREMENT:

District law requires that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.  

This position is located in the Executive Office of the Mayor, Office of Community Affairs, Serve DC -The Mayor's Office on Volunteerism and Partnerships Serve DC – The Mayor’s Office on Volunteerism has the mission to strengthen and promote the District of Columbia’s spirit of service through partnerships, national service, and volunteerism.  As the DC Commission for National and Community Service, Serve DC manages a portfolio of AmeriCorps programs in the District.  Serve DC supports communities across the District through multiple sources of funding, including federal grant funds from the Corporation for National and Community Service (CNCS) and the US Department of Homeland Security. 

The position will day to day management of Serve DC's local and federal grant funds. The incumbent will be responsible overseeing the day-to-day management of federal grant funds and local funds, and work with program managers or designee(s) to improve the fiscal management of federal and local funds, develop tools that will assist them in their day to day responsibilities; ensure financial transparency; and align fiscal resources to support programmatic initiatives.
 
  • DUTIES AND RESPONSIBILITIES
  • Agency lead on operations and outreach strategy for National Service, Emergency Preparedness, and Volunteer & Engagement teams.  
  • Designs and implements select agency grant programs, including AmeriCorps Volunteer Generation Fund (VGF) 
  • Maintains network of partnerships with nonprofits, philanthropic organizations, and private businesses for agency outreach and volunteer cultivation. Implementing outreach strategy for developing new relationships. 
  • Oversees the communication strategy for the agency; manages agency PIO, leads the development process for 4 monthly newsletters, curates social media calendar, and maintains press relations. Drafts and reviews copy for all agency teams.  
  • Supports the Director in the management of human resources. Provides executive level leadership and direction to subordinate staff of the Emergency Preparedness, Communications, and Outreach teams.  As supervisor, the incumbent is responsible for making the following decisions on work problems presented by subordinate employees:  
  • Assigns work to subordinates based on priorities, selective considerations of difficulty and the requirements of the assignments, and the capabilities of the employees.  
  • Give advice, counsel, or instruction to individual employees on both work and administrative matters. 
  • Plan and lead budgeting process with the Director and Deputy Director of Finance, fostering a collaborative environment and including input and feedback from staff
  • Support Deputy Director of Finance and bookkeeping agency with financial planning, budgeting, and cash flow
  • Manage financial communication with partners, including invoicing systems and government procurement protocols.
  • Assist staff in managing local programmatic budgets.
  • Interviews candidates and makes recommendations for appointments, promotions, or reassignments involving position and staffing.     
  • Responsible for the coordination, development and administration of management, staff development initiatives, and selected organizational development programs.   
  • Represents the Office at community events and meetings with individuals, community-based organizations and potential and current project partners and reports back to the Director. 
  • Supports the Director of the Office and takes on additional responsibilities in the Director’s absence.
  • Plan and lead budgeting process with the Director and Deputy Director of Finance, fostering a collaborative environment and including input and feedback from staff

MINIMUM REQUIREMENTS

Minimum three (3) years’ experience in public relations, communications, public policy or a related field.
Mastery of the methods, practices and procedures used in public relations, marketing and research, mass media, advertising, special interest groups, community relations, and government relations, as they relate to large organized projects and initiatives.
Superior ability to manage multiple priorities and fast-paced work.
Superior writing, verbal and presentation skills.
Superior skill and ability to formulate, articulate, and coordinate an overall communications program that integrates departmental issues, and conveys complex information regarding policies, programs, and decisions.
Superior interpersonal relationship skills to serve as the principal advisor and authority on communication issues for the agency; and to work with the senior leaders to address problem solving through communications.
