The Perkins Group, Inc., is sourcing for an Executive Director for the Housing Authority of Fulton County, GA. The Executive Director is responsible for the day-to-day administration of the Housing Authority of Fulton County, GA, a public housing agency. Classification: Full-Time Reports to: Housing Authority of Fulton County Board of Commissioners

JOB DESCRIPTION Experience and ability to manage large properties, a strong working knowledge of HUD rules and regulations, PH and HCV experience in grant research, and writing knowledge of public housing regulations and procedures. Extensive experience in planning and directing staff. Ability to use capable judgment to determine when to act independently and when to seek guidance. Ability to train and assign staff, delegate authority, and effect maximum efficiency. Ability to collaborate well with staff and residents. Ability to comprehend complex government regulations, reports, contracts, and guidelines. Performing these functions continuously results in the attainment of a high-performing PHA.

ESSENTIAL DUTIES • Report to the Board of Directors, maintaining open communication and disclosure of the conditions, operations, and needs of the Authority. • Draft, present, and recommend organizational policies and programs to the Board. • Oversee the preparation of the annual budget. • Facilitate periodic audits and compliance activities for the Authority. • Support and direct public relations activities to build and maintain relationships with other organizations and public stakeholders. • Prepare and present to the HAFC Board for approval and subsequently administer and control the conditions outlined in the Annual Contribution Contracts, annual budgets, and other supplemental budgets. • Oversee customer support processes and organize them to enhance customer satisfaction. • Review financial information. • Serve as Secretary to the HAFC Board of Commissioners. • Develop the Authority’s budget for Board review and approval. • Revise and/or formulate policies and promote their implementation. • Manage relationships/agreements with external partners/vendors. • Evaluate overall performance by gathering, analyzing, and interpreting data and metrics. • Execute other duties as requested by the Board of Directors.

WORK ENVIRONMENT This job operates in a public housing environment and may periodically travel to different sites. This role also routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and electronic fax. PHYSICAL DEMANDS The position may occasionally be required to sit; climb or balance; and stoop, kneel, crouch, or crawl. The employee may frequently lift up to 15 pounds. TRAVEL This position requires up to 15% travel. Education & Experience Bachelor’s degree in related field required, Master’s degree highly preferred.

REQUIREMENTS • Five (5) years’ experience in housing management, community development, public administration, or a closely related field. Other related education and experience may be considered. • Five (5) years in a significant management capacity at a public housing authority or other similar experience in the public sector. • Working knowledge of HUD regulations regarding public housing agencies and the Housing Choice Voucher Program. • Knowledge of policies, processes, and requirements of the Housing Choice Voucher Program. • Experience with administering the Section 8 Housing Choice Voucher Program and in the related areas of housing quality standards, Family Self Sufficiency, homeownership, and VASH programs • Prior skills in budgeting, management of staff, and public relations. • Unique expertise in the public housing arena is required. • Ability to travel between various properties owned and operated by or in partnership with HAFC. • Ability to effectively communicate verbally and in writing and to give clear direction. • A history of excellent leadership and the ability to work collaboratively. • Must be able and willing to mentor and support staff members so that each one succeeds in their respective roles. • Strong supervisory and leadership skills with the ability to develop and communicate the organization’s mission and vision. • Ability to establish and maintain working relationships with government agencies, community leaders, and the general public. • Strong analytical and critical thinking skills. • Must be bondable. • Must possess a valid driver's license. • Ability to function well in a high-paced and at times, stressful environment. • Proficient with Microsoft Office Suite or related software.
