Supervisory Policy Analyst – Police Department (Temporary)

$61.76 - $97.53 per hour

Hybrid (2 days remote)

Applications are now being accepted for a Supervisory Policy Analyst position in the City of Falls Church Police Department (FCPD.) This is a one-year temporary part-time position (no more than 20 hours per week, or 40 hours per pay period.) This is a Special Project - Temporary position, reporting to the Chief of Police.

The Supervisory Policy Analyst will thoroughly manage and analyze FCPD policies and processes to ensure compliance with The Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation standards, while making recommendations for policy change or improvements. This position will resolve liability issues that may jeopardize accreditation goals. The incumbent will manage and develop procedures to improve departmental efficiency, performance, and compliance. This law enforcement subject matter expert is expected to review FCPD’s past and existing general orders and procedure manuals in order to create a new, templated set of general orders that is up to CALEA standards. They will ensure that orders are distributed to staff within PowerDMS and meet all legal mandates.

The Supervisory Policy Analyst is expected to research, revise, and write policies for FCPD that are aligned with 21st Century Policing recommendations, applicable Use of Force Review Committee recommendations and the needs of the Falls Church community.

Protecting the rights of all people, and the preservation of peace and safety in our community is the primary mission.  The City of Falls Church Police Department is committed to 21st Century principles by ensuring advanced public safety best practices and strong leadership at every level of the organization. 

Essential Duties/ Typical Tasks:

  • Oversee policy development.
  • Independently research, write, and revise general orders and standard operating procedures to align with federal, state and local laws, and best practices.
  • Evaluate existing FCPD policies to identify, analyze and resolve gaps.
  • Ensure that proposed policies are legally sound and meet goals and objectives.
  • Develop methods of researching and gathering data on topics affecting the FCPD.
  • Research case law and legal precedent to determine their impact on proposed policies.
  • Research and analyze specific policy issues, and make recommendations based on reliable data and precedents.
  • Meet with stakeholders to address potential concerns about policies and procedures.
  • Gauge and analyze potentially negative impacts of proposed policies.
  • Present relevant findings to senior leadership and Chief of Police.
  • Recommend changes to proposed or existing policies or procedures.
  • Ensure proposed policies meet or exceed standards set by The Commission on Accreditation for Law Enforcement Agencies (CALEA.)
  • Maintain PowerDMS accreditation database and files.

Qualifications:

  • Knowledge of applicable codes, CALEA standards, laws, regulations, ordinances, and requirements relevant to law enforcement.
  • Knowledge of basic research and survey techniques.
  • Knowledge of CALEA accreditation requirements in the policing discipline.
  • Knowledge of personal computers and how to use various programs including Windows, Microsoft Office Suite, and various computer applications and platforms used by the agency.
  • Knowledge of PowerDMS document management platform.
  • Skill in communicating ideas clearly, concisely, and effectively, both verbally and in writing. Skill in developing and making presentations to various types of audiences.
  • Skill in working with computers and various forms of media.
  • Ability to analyze operations and develop options and recommendations for improvement.
  • Ability to organize information and provide clear and organized reports.
  • Bachelor’s degree in a related field; five (5) years of directly related work experience; or equivalent combination of education and experience.
  • Must be in possession of a valid driver's license and provide a copy of current driving record.

Additional Desired Qualification:

  • Master’s degree or JD
  • Prior law enforcement policy and process development.
  • Wide-ranging law enforcement subject matter expertise and experience in a primary Virginia law enforcement agency.

Supplemental Information:

  • This position is NOT eligible for the City’s Basic Pension or Benefits plan.
  • This position is FLSA Non-Exempt.

Salary and Benefits:  The hourly pay range for a Special Projects Temporary Employee is $61.76 to $97.53 per hours with final determination being commensurate with experience. This is a one-year temporary
