Position Overview:

ANSER is in search of a Lead Analyst for Operational Research to support the Office of the Deputy Assistant Secretary of Defense for Nuclear Matters (ODASD/NM) concerning Nuclear Surety and Exercise Programs.

Key Responsibilities:

The selected analyst will provide essential support and expert guidance on the following:

  • Assessing and revising the nuclear weapon systems surety program while integrating updates to OSD policies and procedures to counter an evolving threat landscape.
  • Creating guidelines and methodologies in anticipation of developing threat, vulnerability, and risk assessments within the Department of Defense (DoD) and the U.S. nuclear enterprise, in collaboration with NNSA and NRC as necessary.
  • Conducting research, reviewing, and formulating policy interpretations in response to Military Departments' inquiries regarding OSD policies and procedures.
  • Evaluating safety studies and assessments, providing informed recommendations.
  • Supporting the evaluation, coordination, and endorsement of Military Departments' Weapon System Safety Rules as outlined in DoD Directive and DoD Manual.
  • Offering analytical research and program support related to nuclear weapons and materials, including special nuclear materials, as well as guidance on transportation and execution of movements for DoD and Interagency and International partners.
  • Preparing materials and providing technical support and coordination for meetings and conferences as required, including attending, documenting, and summarizing the outcomes of these events.
  • Delivering ad-hoc support for the evaluation, coordination, and endorsement of Military Departments' Weapon System Safety Rules.

Qualifications:

  • Possession of an active Top Secret (TS) clearance, with the ability to obtain and maintain a TS/SCI clearance.
  • A Bachelor's degree in international affairs/relations, security studies, or a closely related field.
  • A minimum of six years of relevant experience.
  • Demonstrated analytical capabilities in a high-visibility, fast-paced office environment.
  • Experience in drafting technically oriented documents for senior policy decision-makers on highly classified and complex scientific, engineering, and technical topics.
  • Exceptional writing skills and a comprehensive understanding of editorial principles and techniques.
  • Proficiency in Microsoft Office Suite (e.g., Word, Outlook, Excel, PowerPoint) and Adobe Acrobat.

Highly Desired Skills & Experience:

  • Experience working within an Office of the Secretary of Defense (OSD), Joint Staff, Service Staff, or Interagency environment.
  • In-depth knowledge of nuclear weapons systems and operations, along with expertise in nuclear weapons physical security and safety, and/or international nuclear cooperation programs.
  • Experience in developing materials and providing support for DoD Force-on-Force exercise planning and execution, as well as FBI Tabletop exercise planning and conferences is advantageous.
