Job DescriptionJob DescriptionPrimary Purpose:Biotechnology Innovation Organization (BIO) is the world’s largest advocacy association representing member companies, state biotechnology groups, academic and research institutions, and related organizations across the United States and in 30+ countries. BIO members are involved in the research and development of innovative healthcare, agricultural, industrial and environmental biotechnology products. BIO also produces the BIO International Convention, the world’s largest gathering of the biotechnology industry, along with industry-leading investor and partnering meetings held around the world.

This position will help manage policy and advocacy efforts related to immunization, working with member companies to develop and shape federal and state legislative and policy initiatives impacting vaccines, and to demonstrate and promote the value of biotechnology.

Responsibilities:
  • Support Senior Director, Infectious Disease Policy in managing BIO’s vaccine policy portfolio.
  • Lead BIO’s work on:
    1. Strategy related to federal vaccine policy, including engagement with Centers for Medicare and Medicaid Services (CMS)
    2. Prevention Modalities, focused on coverage and access issues for innovative non-vaccine prevention tools
  • Support activities and meetings of the Vaccines Policy Steering Committee (VPSC) including background memo and slide development, coordination with member companies and external partners on logistics, administrative and logistical development to ensure successful meeting execution.
  • Monitor, analyze, summarize, and respond to federal legislation and regulation that affects the discovery, development, commercialization and availability of novel vaccines and preventive products. For example:
    1. Draft technical comments to rules, regulations and other notices promulgated by the Department of Health and Human Services, including the Food and Drug Administration (FDA), the Centers for Medicare and Medicaid Services (CMS), the Centers for Disease Control and Prevention (CDC) and other relevant federal agencies.
  • Draft advocacy documents and legislative summaries for use with various internal and external audiences and stakeholders.
  • Work cross-functionally within BIO to ensure coordination and communication across teams on policy development and advocacy strategy, particularly with the Health Policy, the Federal and State Government Relations teams, the Legal Department, the international team, and the Communications Department.
  • Develop and maintain relationships with key U.S. regulatory agencies (e.g. FDA, CDC, NIH, CMS, GAO, HRSA, FDA, and others) and as well as with the policy/regulatory staff in member companies, other trade associations, and stakeholder groups.
  • Respond to BIO member company questions regarding vaccine policy issues.
  • Research emerging issues and conduct analysis to support BIO policy development.
  • Assist in coordination and development of panels, presentations, and BIO annual meetings and provide logistical and planning support for BIO policy events and BIO international convention.
  • Other duties/projects as assigned by the EVP, DVP, and Senior Director.
Required Background and Skills:
  • College degree or equivalent years of experience; experience in public health and/or health policy. Advanced degree a plus; 4+ years of work experience.
  • Demonstrated understanding of public health policy and vaccine policy issues and various stakeholder perspectives.
  • Demonstrated excellence in communications (oral and written) and organization.
  • Proficiency in Microsoft Office software suite – Word, Excel, Outlook, and PowerPoint.
  • Demonstrated ability to effectively time-manage and function well in a fast-paced team environment.
