Job Summary:


H&L Environmental Services is seeking a highly qualified and experienced Subject Matter Expert III (SME III) to join our team in support of the Economic Development Administration (EDA). The SME III will be responsible for providing strategic advisory, application review, project management, and program evaluation support for two EDA grant programs. The role requires expertise in a broad range of technical and technological industry domains, economic analysis, and strategic decision-making to ensure the successful implementation of the programs. This role is part-time, requiring an estimated 2 hours per week, and is remote but requires local residency in the DC area to facilitate occasional in-person engagement.


Key Responsibilities:


Provide impartial strategic decision support and analysis to guide the implementation of two related but separate EDA grant programs.

- Ensure consistent strategic decision support and program design across both programs, leveraging unique insights across various technical and technological domains.

- Conduct thorough and objective evaluations of grant applications, assessing their technical and financial viability.

- Develop and implement review criteria, scoring systems, and evaluation methodologies tailored to the specific needs of the EDA programs.

- Offer expert guidance on market analysis, R&D, and access to experts in multiple technology domains as the programs progress through their lifecycles.

- Support the evaluation of interventions and investments in both mature and nascent economies, providing economic expertise and strategic recommendations.

- Facilitate access to complementary and optimized technical and technological expertise to inform near-term investments and the commercialization of new technology products and services.

- Provide expertise in interventions that can create jobs in stagnating economies and address barriers to employment.

- Access and analyze sensitive/proprietary data to inform strategic decisions and avoid conflicts of interest with potential future competitors.

- Prepare comprehensive reports, documentation, and recommendations summarizing review processes and outcomes.

- Coordinate with EDA staff, reviewers, and other stakeholders to ensure a transparent and efficient review process.

- Provide technical oversight, guidance, cost estimation, and expertise for application analysis and market research, business process analysis, decision support, and investment management oversight.

- Stay current with federal policies, regulations, and trends related to economic development and grant management.


Qualifications:


- Bachelor's degree in Economic Development, Public Administration, Business Administration, Environmental Sciences, or a related field; advanced degree preferred.

- Minimum of 10 years of experience in economic development, federal grants management, strategic advisory, or a related field.

- Proven expertise in merit review processes, including the development and application of evaluation criteria.

- Strong analytical skills and the ability to critically assess complex proposals.

- Excellent written and verbal communication skills, with the ability to convey technical information clearly and concisely.

- Experience working with federal agencies, preferably the EDA.

- Proficiency in using grant management software and tools.

- Ability to work independently and as part of a team in a fast-paced, deadline-driven environment.

- High ethical standards and a commitment to integrity and transparency in the review process.


Preferred Qualifications:


- PMP or similar project management certification.

-Grant writing certification or previous experience.

- Familiarity with economic development funding sources and grant management.

- Expertise in interventions that create jobs in stagnating economies and address barriers to employment.
