Job Summary:


H&L Environmental Services LLC is seeking a highly skilled and experienced Project Manager to provide strategic advisory, application review, subject matter expertise, project management, and program evaluation support for two grant programs. This role is part-time, requiring an estimated 2 hours per week, and is remote but requires local residency in the DC area to facilitate occasional in-person engagements.


Key Responsibilities:


  • Strategic Advisory and Decision Support:
    1. Provide impartial strategic decision support and analysis to guide the implementation of EDA grant programs.
    2. Ensure consistent strategic decision support and program design across two related but separate programs.
    3. Offer unique insights across a broad range of technical and technological industry domains in program design, market analysis, and R&D.
  • Application Review and Program Evaluation:
    1. Conduct technical oversight, guidance, and cost estimation for application analysis.
    2. Provide recommendations and expertise for market research and business process analysis.
    3. Support the evaluation of interventions and investments in both mature and nascent economies.
  • Project Management and Oversight:
    1. Lead and manage EDA projects from initiation to completion.
    2. Develop and maintain detailed project plans, timelines, and milestones.
    3. Monitor and manage project risks and issues as they arise.
  • Stakeholder Engagement:
    1. Engage with government officials, community leaders, and business stakeholders to facilitate communication and ensure alignment.
    2. Conduct regular check-ins and status updates with stakeholders.
  • Technical and Technological Expertise:
    1. Provide access to experts in multiple technology domains as programs progress through their lifecycles.
    2. Inform near-term investments to enable the demonstration and deployment of R&D and other innovations.
    3. Support the commercialization of new technology products and services.
    4. Address barriers to employment and create jobs in stagnating economies.
  • Sensitive Data and Conflict of Interest Management:
    1. Access and manage sensitive/proprietary data to inform strategic decisions.
    2. Avoid conflicts of interest with potential future competitors across the marketplace.
    3. Support the success of long-term investments in economies of various levels of maturity and capacity.

Qualifications:


-Bachelor's degree in Economics, Business Administration, Public Administration, or a related field.

- 5-8 years of experience in project management, with a focus on economic development projects.

- Strong understanding of economic development principles and practices.

- Experience working with government agencies and community organizations.

- Excellent organizational and time-management skills.

- Strong written and verbal communication skills.

- Ability to work independently and manage time effectively.

- Local residency in the DC area is preferred.

- Strong analytical skills and the ability to critically assess complex proposals.

- Excellent written and verbal communication skills, with the ability to convey technical information clearly and concisely.

- Experience working with federal agencies, preferably the EDA.

- Proficiency in using grant management software and tools.

- Ability to work independently and as part of a team in a fast-paced, deadline-driven environment.

- High ethical standards and a commitment to integrity and transparency in the review process.
