The Home Study Specialist/Training & Technical Assistance Coordinator position is responsible for the oversight of subrecipient programs providing home studies to unaccompanied immigrant children and their families under the Office of Refugee Resettlement/Department of Unaccompanied Children’s Operations (ORR/DUCO) which includes case consultation, data entry, report review, and quality assurance to ensure compliance with program policies and procedures. Additionally, this position provides oversight and assistance to our network of providers to include training, technical assistance, coordination and maintenance of information systems and access to users, develops tools and processes for dissemination of policy and program guidance, assists with monthly, quarterly, annual, and ad hoc reports to funder, creates weekly and monthly newsletters, and develops or keeps up to date resource materials.

Contributes to the Bishops’ strategic plan for the Conference and demonstrates willingness and ability to understand, respect and contribute to the USCCB mission and to fulfill job duties in accordance with its Catholic identity.

 

Continuing Responsibilities: (List from highest to lowest priority.)

Home Study Specialist Responsibilities:

Provides technical assistance, training, and case consultation related to the provision of Home Studies to subrecipient provider responsible solely for Home Study services to ensure quality and timeliness of services in accordance with grant obligations.

Provides continuous programmatic support and oversight to subrecipient provider, in collaboration with USCCB Home Study and Post-Release team members, to monitor local service delivery to children and families.

Tracks number of cases accepted by subrecipient provider to ensure compliance with USCCB expectations.

Updates USCCB database systems for cases served. Responsible for entering and maintaining accurate data in the MRIS database, including documentation of case statuses, report submissions, and technical assistance provision.

Coordinates case consultations with subrecipient provider and/or ORR/DUCO stakeholders.

Conducts ongoing quality assurance reviews of Home Study reports, provides technical assistance and consultation on report writing to providers and ensures timely submission of required reports to ORR/DUCO.

 

Training & Technical Assistance Coordinator:

Creates and continuously updates contact lists associated with Home Study and Post Release Services (HS/PRS) program.

Provides updated contact list to HS/PRS network via MRSConnect and monthly newsletter.

Disseminates ORR/DUCO and USCCB policy updates as it relates to the HS/PRS program.

Sends out weekly HS/PRS program updates to budgeted sites that includes any updates impacting the HS/PRS program (i.e. trainings, policy updates (ORR & USCCB), program guidance, etc.) sent out on the Wednesday of each week when there is no newsletter.

Sends out monthly HS/PRS program updates to budgeted sites that includes trainings, resources, and new developments to network on the last Friday of the month.

Coordinates and facilitates quarterly network calls with input from HS/PRS team and USCCB/MRS policy.

Develops and updates webinars and training materials in accordance with ORR and USCCB policy and procedures.

Develops a centralized training platform for USCCB and ORR required training topics.

Creates PowerPoints for all quarterly network calls and other network calls in collaboration with the HS/PRS team.

Facilitates the Community of Practice calls every other month and assigns topics for subrecipient programs to present.

Default representative for monthly office hours that are open to the entire network to ask P&P related questions and seek guidance on programmatic issues

Uploads recordings and/or training materials to online resource library within 2 business days of the event or finalized material.

Liaises with other MRS department segments on curriculum development and implementation for potential convenings, New Director Orientations and other events aimed at building diocesan capacity to serve unaccompanied children and families.

Conducts research and remains knowledgeable of current evidence-based practices for quality service programming for immigrant families, national accreditation standards, and complex mental health/trauma, medical, safety, and juvenile justice issues that impact children who are referred for family reunification.

Keeps abreast of federal legislation related to migration and child welfare and its impact on programming for unaccompanied children.

Continually evaluates the on-going training needs of the network in response to the needs identified through case work, funder and network requests, and program outcomes.

Assists in training new USCCB headquarter HS/PRS staff.

May accompany the Monitoring and Quality Assurance Coordinator and Children’s Services Specialist on on-site monitoring visits and/or technical assistance visits to assist with program-specific training needs.

Responsible for other duties pertaining to the HS/PRS program as assigned.

 

Level:

•Bachelor’s degree in social work, psychology, counseling or related field

•Two years related experience or combination of postgraduate education and experience

 

Major Field/Specialty: Social Work, Child Welfare, Case Management, Mental Health, or related field.

 

Foreign Language Requirement (if any): Spanish language ability preferred but not required

 

Number of Years Required: Minimum of 2 years
