The successful candidate has an understanding of the [agency] provider needs and facilitate the co-design of touchpoints and experiences that address the end-to-end journey of the customer across both digital and offline channels.


Purpose and Scope:

This position aims to perform the full range of a Product Owner’s duties and responsibilities. The incumbent of this position is expected to perform at a level considered to be L3 in the field of Agile development, collaborating with stakeholders to define product requirements into user stories and acceptance criteria and to produce a clearly defined backlog.


Essential Responsibilities:

  • The successful candidate will interface with Federal customers, end users, and Human-centered Design (HCD) researchers to identify and validate user and business needs.
  • Produce concise, accurate requirements documentation, user stories, acceptance test criteria
  • Provide operational, tactical, and strategic analysis to accomplish program goals and exceed user satisfaction.
  • Participate with management and cross-functional teams as subject matter expert to develop and improve operating policies and procedures related to user workflows and be an advocate for user community
  • Participate in development of mock-ups based on business understanding.
  • Preparation and Participation in Quarterly (PI) Planning
  • Maintains the team backlog
  • Reviews and reprioritizes the backlog as part of the prep work for Sprint Planning
  • Applies Behavior-Driven Development by collaborating with the team to detail stories with acceptance criteria
  • Accepts stories by working with the team to agree on accepted story completion and validating the story meets the acceptance criteria
  • Understands the scope of the enabler work and collaborating with System Architects, SMEs, and others to assist with decision-making
  • Understand, visualize and manage upstream/downstream dependencies.
  • Manage program level coordination, such as creating timelines, milestones, and cadence of increments and releases and oversee the development of reports and analyses that document program activity
  • Participate in Scrum meetings, including planning, refinement, retrospectives, and standups
  • Collaborate with the development and testing team to ensure implementation of the system tests
  • Provide regular and open communication across the program and stakeholders for transparency and awareness of progress and impediments
  • Drive delivery and continuous improvement by utilizing feedback and metrics (quality, delivery rate, etc.) to identify areas of opportunity
  • Work across stakeholders and teams to continuously improve
  • Constantly refine and stay current with emerging themes in larger Medicare policy and provider community.
  • Manage and prioritize product backlog based on changing needs/requirements
  • Assists with the creation of the product roadmap and continually reviews and refines it as needed.
  • Bridges the communication between the agile/project teams and key stakeholders by building and maintaining relationships
  • Works alongside Group Product Manager to collaborate and contribute on product strategy and strategic decisions.
Requirements:

Minimum Position Knowledge, Skills, and Abilities Required:

  • 1-2 years progressive work-related experience with demonstrated proficiency in multiple disciplines / technologies / processes related to the position as well as 2 years working in an agile environment on complex projects
  • Strong analytical skills and innovative thinking
  • Demonstrated experience working on large integration systems and executing large-scale projects from conception through implementation
  • Experience coordinating multiple teams in a technology environment

Work Environment:

eSimplicity supports a remote work environment operating within the Eastern time zone so we can work with and respond to our government clients. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager.
