Reporting to the Deputy Director for Children's Services, the FosterCare Associate Director for Quality Assurance is responsible forimplementation and collaborative strategic planning for the programmaticand operational management of the monitoring and evaluation team. TheAssociate Director will be responsible for the ongoing monitoring andevaluation activities to ensure compliance with funder and agencyrequirements for programs implemented by the Foster Care programs.

This position can be remote with trips to Baltimore as needed.

DUTIES

  • Provide strategic leadership and implementation for the monitoringand evaluation team to support implementing staff and partnersrelated to monitoring and evaluation activities which ensurealignment for services with federal and Global Refuge standards.
  • Oversees monitoring and evaluation team activities for foster careprograms.
  • Coordinates strategic planning and overall implementation of deskand site monitoring for foster care programs for compliance with allORR policies and procedures
  • Manages and monitors Corrective Action Plans and Program DevelopmentPlans of partners.
  • Oversees the creation and submission of monthly, quarterly, andannual reports.
  • Remains knowledgeable of all federal government and GlobalRefuge/CFS guidelines, policies, and procedures, and providesguidance related to quality assurance measures.
  • Coordinates the compilation and dissemination of policies andprocedures utilizing innovative methods of communication with thegoal of increasing retention and operational compliance from staff.
  • Ensure implementation of a strategic plan for data quality andprogram compliance with contractual and reporting requirements.
  • Manage the implementation and ongoing compliance in preventing,detecting, and responding to sexual abuse and sexual harassment forfoster care programs.
  • Other duties as assigned.

QUALIFICATIONS

  • Bachelor's degree in behavioral sciences, human services, or socialservice field with a minimum of five years of experience in andknowledge of child welfare systems, principles, practices, andemerging trends. Master's degree preferred.
  • Five (5) years of progressively responsible managerial experienceincluding experience managing staff, volunteers, and/or interns.
  • Experience working with diverse client populations, particularlyimmigrants and refugees
  • Experience using Apricot or another Social Solutions databasepreferred
  • Experience in program development, administration, and budgetoversight.
  • Strong analytical and problem-solving skills.
  • Deep commitment to Global Refuge's core values and ability to modelthose values in relationships with colleagues and partners
