The Department/Division
The Department of Government Operations provides support to, and enables other state agencies to fulfill their core missions .
 The Division of Finance promotes a culture of customer service, efficiency, and effectiveness. We also expect a high degree of fiscal accountability for the taxpayer resources entrusted to the State from the Utah Legislature and other stakeholders.

RESPONSIBILITIES
  • Provide leadership and direction to three teams, each with its own supervisor, totaling 16 employees.
  • Oversee and coordinate the daily operations of Vendor Management, Disbursements, and State Payroll, ensuring compliance with state statute, policy, and federal regulations.
  • Troubleshoot complex accounting and financial issues related to the State's financial systems.
  • Analyze financial data using tools like Access, and Excel to identify trends, monitor performance, and inform decision-making.
  • Collaborate with division leadership to develop and implement strategic goals and objectives.
  • Foster a positive and productive work environment that encourages teamwork, innovation, and accountability.
  • Provide training, mentorship, and guidance to team members to enhance their skills and knowledge.
  • Stay informed about legislative developments and assess their potential impact division
  • operations.

QUALIFICATIONS
Minimum Qualifications:
  • Master's degree in accounting, finance, business administration, or a related field. OR equivelant experience.
  • Proven experience managing financial functions such as payroll or accounts payable, ideally in a large organization.
  • In-depth knowledge of electronic payment processing, vendor management, and internal controls.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and governmental accounting standards.
  • Proficiency in data analysis tools (e.g. Access, Excel).
  • Demonstrated ability to lead and motivate teams, build strong relationships, and collaborate effectively with diverse stakeholders.
  • Exceptional communication and presentation skills, both written and verbal.
  • Experience with payroll processing and financial systems.
  • Excellent analytical, problem-solving, and decision-making skills.
Preferred Qualificiations:
  • Current CPA license.
  • Experience working in the public sector
  • Familiarity with the State of Utah's financial systems

SUPPLEMENTAL INFORMATION
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
