Duties * Serve as Acquisition Counsel for the petroleum supply chain as a member of DLA Counsel-Energy, under the direction of the Chief Counsel, DLA Energy. * The petroleum supply chain includes Bulk Petroleum Supply, Bulk Petroleum Supply Chain Services, Direct Delivery Fuels, Defense Fuel Support Point Management, DLA Installation Support for Energy organizations, and/or Aerospace Energy. * Advises Command leaders, logistics managers, and acquisition officials on complex legal and business issues related to DLA Energy's petroleum supply chain acquisition mission at all levels of the organization. * Advises Command leaders on matters to include Federal Acquisition Law, procurement fraud and business integrity, and International Agreements. * Legal and policy advice covers all areas of contract formation, for both supply/services contracts, not limited to competition, contract authority, GSA schedule contracting, and delegations. * Advice also includes source selection, socioeconomic issues, commercial item contracting, pricing, protests, international agreements, vendor vetting, domestic and overseas taxes, and fiscal law. * Issues also include contract administration matters, such as changes, options, performance delivery and quality, terminations, alternative dispute resolution, and contract litigation. * Provides a full range of supervisory duties, to include personnel matters, fiscal/funds control, performance evaluation, performance awards and discipline. Plan, direct, and coordinate the work of GS-12 to GS-14 attorneys. * Knowledge and experience guiding subordinate attorneys in effective oral and written advice and advocacy supporting clients, alternative dispute resolution techniques, litigation strategies, and preparation of oral arguments and written briefs. * Carries out EEO policies and communicates support of these policies to subordinates. Assures equity in determining selections, assignments, training, promotions, details, qualifications, discipline, and awards to employees. Annual bar certification cards issued from your state of licensure are not considered acceptable. Proof is a "certificate of good standing" issued by your state of licensure dated within 6 months of the closing date of this announcement or a screenshot of your bar status taken from your state of licensure website that is dated within 6 months of the closing date of this announcement or sworn statement to that effect. If there is not a date on the screen shot, you must provide a statement signed by you on the date that the screen shot was created. In accordance with DoDI 1442.2 (Personnel Actions Involving Civilian Attorneys), promotion for this position is based on the individual's time, performance, and mastery of skills at the required grade level and only with approval of the designated official (DLA General Counsel) in accordance with the applicable regulation. Ability to work effectively with a diverse senior client base and to serve as a member of the Major Subordinate Command's (MSC's) leadership team in ensuring mission success. d. Experience and ability to improve organizational health and legal office culture, as well as to lead, mentor, and develop subordinate legal professionals and promote employee retention. Other Selection Factor(s) Considered : Breadth and depth of legal experience in multiple organizations and at multiple levels. A mix of experience at more than one MSC, base, post, operating location/installation (examples: Major Service Command; Combatant Command; Headquarters Military Staff Service; Joint Staff; and Defense Agency) is desirable. Acquisition law experience is highly desirable. Other Selection Factor(s) : Breadth and depth of legal experience in multiple organizations and at multiple levels.
