Summary

About the Position: This position is located at U.S. Army Military District of Washington (USAMDW) and Joint Task Force - National Capitol Region (JTF-NCR), Office of the Staff Judge Advocate (OSJA), Fort McNair, District of Columbia.

Duties
  • Supervises plans, and assigns work to be accomplished by subordinates, setting priorities and preparing schedules for completion of work.
  • Liaisons and provides direct support regarding administrative investigations and adverse military personnel actions to the U.S. Army Headquarters Brigade and HQDA Principals for matters arising under the MDW General Court-Martial Convening Authority.
  • Responsible for a variety of complex legal issues arising with the command any other issues arising in support of Command's executive agency for DA and DoD functions.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of the employees.
  • Gives advice, counsel, and instructions to the individual employees on both work and administrative matters. Periodically reviews job descriptions of subordinates to maintain currency and accuracy.
  • Reviews organizational posture of the Division and makes recommendations to higher level supervisors for improvements in organizational features, structuring of positions and work methods to achieve maximum efficiency and utilization of resources.
  • Recommends promotions and assignments involving Division positions. Evaluates the performance of subordinates and establishes/negotiates employee performance standards.
  • Serves as Special Advisor to the Deputy Commander (Tier 1 SES), JTF-NCR on all matters related to civilian personnel, and federal employment and labor law.
  • Subject matter expert on federal labor and employment and civilian personnel laws and provides direct legal counsel to the JTF-NCR Deputy Commander and senior civilian on these matters.
  • Supports JTF-NCR Joint Operations Center (JOC) during exercises, crises and national Special Security events.
  • Responsible for initiating, recommending and executing the Secretary of the Army's standards of conduct program for the JTF-NCR/MDW, under the authority delegated from the Designated Agency Ethics Official (Army General Counsel).
  • Coordinates with Inspectors General, personnel offices, and administrative offices to assist in accomplishing the functions set out in JER 1-413, 1-414, and 1-415
  • Ensures that installation ethics program is current and in compliance with OGE and JER standards.
  • Legal counsel for special tasks, duties, or projects, short or long term, as may be directed and authorized by legal offices or other components of higher commands and formally or informally tasked to MDW and, where applicable, accepted by MDW SJA.
