Duties * You will perform management of a multi-disciplined staff of military, civilian, and contractor personnel. * You will provide direct oversight of the aviator production process for the Naval Air Training Command (NATRACOM). * You will develop, sequence and recommend changes in key positions, staffing levels, resources, organizational structure, facility use, operational methods, and service locations within the Aviator Production Division. * You will provide macro-direction to subordinates based on current policy and advanced management techniques to enable staff top carry out the work. * You will initiate, prepare, monitor, and administer the command management policies and procedures of the department. * You will manage and oversee day-to-day business of the Aviator Production Division of the Operations, Plans and Requirements Department. * You will analyze and evaluate current policy and develop improvements to the Naval Aviator Production Process (NAPP). * You will organize and direct the department, ensuring that work within the NAPP meet the needs of the Naval Aviation Enterprise (NAE). * You will identify appropriate comparative/benchmark data and best practices and deploy them throughout the Naval Air Training Command (NATRACOM). * You will evaluate standard procedures (e.g., communication protocol, best practice identification, program operations) to identify inefficiencies. * You will monitor work and recommend solutions to major issues or problems. * You will Identify actual and potential business, technical, and personnel management problems. * You will recommend cost effective, practical changes to improve NAPP efficiency or align existing programs with new Chief of Naval Air Training (CNATRA) initiatives. * You will recommend or initiate corrective action for potential business, technical, and personnel management problems. * You will identify and analyze policy and procedural issues to formulate solutions. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and evaluating naval aviation production processes and associated training programs, to develop and implement effective and efficient strategic plans for mission operations, schedules and program funds.
