Summary You will serve as a SUPERVISORY MATERIALS ENGINEER in the MAINTENANCE, REPAIR & OVERHAUL ENGINEERING GROUP AND MATERIALS ENGINEERING DEPARTMENT of FLEET READINESS CENTER SOUTHWEST. This position is located in San Diego, California. Duties * You will act as a subject expert in the specialty areas of, but not limited to, metals and ceramics, non-destructive inspection, chemical processes, polymer and composites, analytical chemistry, and corrosion and wear. * You will negotiate, advise, and collaborate with all levels of officials in industry, NAVAIR, OPNAV, PMAs, etc. on aircraft programs, policies, and procedures in order to determine the impact and requirements of current and proposed initiatives. * You will ensure that established Materials Engineering Department and Materials Engineering Division policies and procedures are understood, implemented, and maintained throughout the Divisions. * You will establish and be responsible for all policies, procedures, techniques, and methods related to nondestructive evaluation and inspection engineering efforts at Fleet Readiness Center Southwest. * You will direct the planning of resources (e.g., personnel, equipment, facilities) to accomplish major blocks of the engineering, technical, or business endeavor. * You will supervise or lead a team by assigning and directing work, monitoring performance, establishing priorities and adjusting workload. * You will mentor or train lower level engineers and technicians in the details of performing tasks related to aircraft, engines, accessories, and related components. You must be able to travel on military and commercial aircraft for extended periods of time. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, directing, and prioritizing all materials engineering activities based on changes in programs and funds; 2) Providing resources (i.e., personnel, contractual support, equipment, facilities, etc.) and processes to support and maintain the intended mission capability of materials engineering and design weapons system capabilities; 3) Developing resource management data to justify requests regarding special and/or additional support, personnel and equipment; 4) Understanding materials engineering, industrial processes, maintenance concepts, and operational plans and their impact on logistics, fleet, and production maintenance programs for air vehicle systems; and 5) Demonstrating the ability to think and speak clearly, present ideas (both orally and in writing), and meet and effectively negotiate with various program managers within the organization, other government agencies, private industry, and foreign dignitaries. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
