Summary You will serve as a SUPERVISORY GENERAL ENGINEER in the DIRECTORATE MARITIME OPERATIONS, ENGINEERING DEPARTMENT of MILITARY SEALIFT COMMAND. Duties * You will serve as the Supervisory General Engineer Project Officer responsible for managing the incorporation of MSC requirements for new ship construction, conversion, transfer and special projects. * You will plan work to be accomplished by subordinates, setting and adjusting priorities, and preparing schedules for completion of work. * You will provide management oversight for staffing requirements, recruitment, and coordination of personnel actions, for assigned staff. * You will assign work to subordinates based on priorities, consideration of the difficulty and requirements of assignments, and the capabilities of employees. * You will identify and provide formal recommendations to the Project Manager for resolving design, construction, logistics and life cycle issues. * You will provide management oversight of design development processes including technical review of drawings, calculations, vendor plans, and technical manuals. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. * Shipyard and shipboard work are a requirement of the position where the incumbent may be required to walk, climb, crawl, and bend to accomplish shipboard inspections in a shipyard environment. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience overseeing the engineering design, construction, and modification of MSC ships to ensure that MSC requirements and standards are being adhered to, particularly in areas of operability, reliability, habitability, maintainability, life cycle cost effectiveness, safety and compliance. Experience with advanced marine engineering concepts, principles, and practices regarding the full range of engineering skills and marine trades associated with commercial ship construction, modification, and conversion programs to provide expert and consultative recommendations. Experience with commercial shipyard production procedures including progression, planning, construction techniques, and procedures related to government contracts and the ability to apply new developments to problems not readily treatable by accepted methods. Experience reviewing complex ship construction drawings, technical reports by consultant engineers in various specialties, and complex design calculations. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
