INVESTIGATIONS AND INQUIRIES SPECIALIST with Security Clearance

Duties 1. Serves as a specialist to the State/JFHQ IG in processing U.S. Army Inspector General Action Requests (IGARs) and U.S. Air Force Complaints in accordance with AR 20-1 and AFI 90-301 respectively, and other applicable guidance. 2. Conducts oversight and quality review for investigations into allegations, ensuring thoroughness, impartiality, and appropriateness of any action taken. Incumbent hears a variety of IG complaints, grievances, inquiries, and/or suggestions at any time from military members (retired and active), civilians, and dependents. Employee determines the nature of the complaint and the specific issues to be addressed. 3. As a specialist, the incumbent is responsible for the training and execution for access and use of the web-based U.S. Air Force Inspector General Automatic Case Tracking System (ACTS III) for reporting and recording Inspector General contacts and complaints, the processing of complaints and the recording of complaint resolution within the Air Force Complaint Resolution Process. Trains state level Investigating Officers (IOs) to conduct IG investigations and prepare reports or briefings on findings. Provides unit training and guidance to command and personnel on the process and the procedures for filing IG complaints or IGARs. 4. Assists in the establishment and implements the Fraud, Waste and Abuse (FWA) program in accordance with United States Army and Air Force Guidance and the applicable requirements and guidelines set out in the Department of Defense (DoD) Hotline program for reporting Fraud, Waste and Abuse complaints. 5. As required, assists members of the Army National Guard and Air National Guard on all matters and concerns related to the application, enforcement or condition of the U.S. Army or Army National Guard or U.S. Air Force or Air National Guard in accordance with regulation/instruction, policies and procedures. 6. Provides advice on all matters under investigation by the Office of the State Inspector General and conducts or oversees investigations, as required, in effecting a resolution for an IG complaint or IGAR. 7. Provides assistance and advice to the State Inspector General or Adjutant General, as required, on all matters subject to the jurisdiction of the Office of the State Inspector and as directed by the Adjutant General. Evaluates unit training and provides confidential observations regarding unit performance to commanders, State Inspector General, and the Adjutant General. 8. Provides assistance with Privacy Act matters relating to the State National Guard in the IG office, which includes Freedom of Information Act responsibilities. Performs other duties as assigned. Requirements Conditions of Employment * This position is subject to provisions of the DoD Priority Placement Program. * Participation in direct deposit is mandatory. * May be required to successfully complete a probationary period. * Employee must be a citizen of the United States by birth or naturalization. * Employee must have moral attributes and personal traits that demonstrate adherence to Army and Air Force Values, and the Army Civilian Corps Creed. * Employee must have no record of criminal punishment except for minor offenses or derogatory information contained in IG records as screened by the USAIGA and SAF-IG. * Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. * Position requires travel to support National Guard units statewide. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Qualifications OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard working at the location specified in job announcement. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. SPECIALIZED EXPERIENCE GS-11 : Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade, GS-09, in the Federal service in the normal line of progression for the occupation, Investigations and Inquires Specialist. Examples of specialized experience would typically include, but are not limited to: Skill in applying a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; analytical and evaluation methods; administrative and legal procedures; requirements of various legal jurisdictions; a broad range of advanced investigative techniques, research methodologies, and statistical and financial analyses; and business practices common to regulated entities and parties sufficient to perform duties such as to conduct inspections and investigations where significant difficulties are encountered. Experience applying analytical methods and techniques to the I.G. program in order to provide correct and accurate information to employers and managers alike. This position requires comprehensive knowledge of the laws, regulations, Executive Orders, court decisions, and issues related to the IG complaints process, Fraud, Waste, and Abuse disclosures, the Freedom of Information Act, and Privacy Act. Knowledge to a variety of difficult and complex work assignments dealing with complex or sensitive investigations of complaints and inquiries. OR EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of a GS-1801-11, Investigations and Inquires Specialist. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of graduate level education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. CONTINUATION OF CONDITIONS OF EMPLOYMENT: * Employee will be required to attend and successfully complete the Headquarters, Department of the Army Inspector General Course and the Secretary of the Air Force Inspector General Inspector General Training Course for Investigations and successfully complete the Department of the Army Inspector General Refresher training as required by The Inspector General of the Army, and the Air Force Worldwide Training Conferences as required for refresher training. * Employee will be required to obtain and maintain a SECRET clearance. A minimum of an interim secret security clearance is required before an individual can perform any IG functions or have access to IG records. Inspector general positions are designated as noncritical sensitive. Positions requiring a higher clearance level must be designated as such in accordance with DOD 5200.2-R and validated by the Office of Personnel Management's Position Designation Tool. * Applicants referred for consideration will be subject to a database check against the Army Inspector General Action Request (IGARS) and the Air Force Complaints Resolution (ACTS) databases to screen for adverse information, substantiated allegations, and ongoing IG investigations.
