This leadership position oversees the engineering inspections program and supervises the inspections team within the Engineering Services Division.  The position performs a variety of technical, administrative, and supervisory duties to achieve program objectives.  
DUTIES

Leadership and Supervision
  • Supervises the engineering inspections team through a collaborative, team-based approach. Meets regularly with team members to provide support and feedback.  Encourages and inspires staff to develop, grow, and perform their best.  Fosters a welcoming and inclusive work environment.
  • Performs the full range of supervisory duties, including recruiting, hiring, training and development, coaching and mentoring, conflict resolution, assigning and reviewing work, employee recognition, and performance management. Provides timely and meaningful feedback to team members.  Collaborates with Division Manager and team members in establishing annual performance goals.
  • Develops, monitors, and determines staff workload responsibilities and resource allocation. Consults with the Division Manager when additional resources are needed for the team. 
  • Provides leadership and support in implementing change initiatives that are initiated at the Division, Department, or County level.
  • Provides leadership and support for IT-related projects in the Division.
  • Ensures the flow of key communication to staff members from sources such as Quarterly Communication Meetings, Department Staff Meetings, etc.

Oversight of Program
  • Collaborates with Division Manager to establish annual priorities, goals, and objectives for the engineering inspections program.   Monitors and reports on progress in achieving goals/objectives. 
  • Ensures policies and procedures are being adhered to, identifies gaps, and makes recommendations for changes. 
  • Coordinates with SEMWSA regarding Grading, Erosion, and Sediment Control procedures.
  • Coordinates with Environmental Manager for training on updated regulatory requirements.
  • Tracks and reviews data in support of performance measures.   Makes recommendations on new performance measures that would benefit the operations.
  • Provides input on budgetary matters related to the inspections program as requested/needed.
  • Identifies and makes recommendations for areas of improvement in the inspections program, Engineering Services Division, or overall in the Department.
  • Actively participates in a variety of meetings with Department and County colleagues, customers, colleagues in other jurisdictions, and with elected officials.  

Technical Duties
  • Assures compliance to performance specifications through probationary and final acceptance procedures.
  • Reviews and approves traffic control plans for construction and issues traffic signing and striping permits.
  • Evaluates all developer constructed plans and improvements for compliance with the intent of approved construction plans, and reviews and approves field change requests.
  • Reviews, coordinates, and researches infrastructure and impact of routes for oversized/overweight vehicles and issues moving permits. 
  • Proactively identifies and coordinates needed technical training/briefings for staff and external partners.
  • Performs the full range of Engineering Inspector duties, including but not limited to: 
    1. Receives and reviews approved plan and profile sheets; monitors collateral; computes appropriate fees and issues construction and right-of-way (ROW) permits; and develops inspection programs for project based on a review and analysis of approved plans.
    2. Reviews and approves applications and ensures permits are in compliance with County regulations.
    3. Inspects roads and utility construction within the public rights-of-way. Reviews various tests to ensure compliance to adopted standards.
    4. Conducts inspections of road construction, including pre-paving road tests of sub-grade/ base course and paving operations.
    5. Conducts inspections of storm drainage improvements including, storm sewers, inlets, manholes and detention, and water quality facilities associated with new development projects for compliance with County Standards and approved plans.
    6. Conducts inspection of Grading, Erosion and Sediment Control (GESC) Best Management Practices (BMPs) associated with new development projects, utilities, and oil and gas developments.
    7. Reviews and evaluates required material test data; identifies areas of non-compliance with construction criteria; approves changes to plans; and develops recommended remedial actions based on findings.
    8. Conducts facility acceptance process for developer/contractor constructed public works improvements. Responsible for timely response to all correspondence and telephone calls, scheduling and conducting acceptance inspections, developing and communicating facility deficiencies, monitoring developer compliance to timely repair criteria, and granting acceptance.
    9. Issues Street Cut and ROW use permits to utility companies and special purpose districts performing maintenance operations in County rights-of-way.   Monitors performance for compliance to County street repair criteria.  Monitors repair quality during warranty period. Takes corrective action if street repairs do not meet County criteria.
    10. Investigates and recommends action for public complaints on problems in public rights-of-way or within public drainage ways.
    11. Coordinates inspection and acceptance of Urban Drainage and Flood Control District maintenance projects.

  • Knowledge of state and county construction standards and specifications related to roadway construction and drainage facility construction.
  • Knowledge of accepted field practices and standards for utility system construction and maintenance.
  • Knowledge of effective supervisory principles and practices.
  • Ability to perform engineering evaluations with limited review by other professional engineers.
  • Ability to operate tools and equipment associated with road inspections.
  • Ability to read, interpret, and evaluate blueprints or plans and profile sheets relating to construction and repair.
  • Ability to operate standard office equipment and a variety of computer systems and applications.
  • Ability to direct and coordinate the work of technical and support staff.
  • Ability to communicate effectively, both verbally and in writing.

REQUIREMENTS
Education and Experience:
  • High School Diploma or GED equivalent is required.  
  • At least six (6) years of relevant work experience in the public works construction field is required.
  • Bachelor’s degree in civil engineering or related field is preferred.
  • Experience as a team lead or supervisor is preferred.

SUPPLEMENTAL INFORMATION
Additional Requirements:
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.

Work Environment:
  • Work requires frequent exposure to weather conditions, road hazards, the hazards associated with new construction, and possible exposure to radioactive material while using nuclear soils density testing equipment.

Physical Demands:
