Throughout the past four and a half decades, we have worked closely with clients in the Department of Defense and U.S. Government to create advanced tools that offer world-class data exploitation capabilities.Be part of our team as an experienced Program Development Manager (PDM) to contribute to our growth strategies and overall plan.
This role will be based in either our Boulder, CO or El Segundo, CA office.The PDM will report to the Executive Director of Program Development and will play a crucial role in identifying, tracking, developing, and seizing new business opportunities.
The PDM will be involved in leading or actively contributing to portfolio proposals, particularly supporting the FORGE portfolio. FORGE (Future Operationally Resilient Ground Evolution) focuses on the modernization of operational missile warning systems by USSF/SSC. SciTec currently leads two FORGE programs and contributes to a third.The successful PDM must excel as an individual contributor and collaborate effectively within tight deadlines.
Responsibilities- Engage with senior levels to understand and shape Government and SciTec acquisition plans and strategies
- Interface with Customers and Industry partners to communicate SciTec's capabilities and solutions
- Develop and maintain a roadmap of portfolio opportunities and present to executive management
- Create teaming strategies, non-disclosure agreements, and teaming agreements
- Lead opportunities through a gated milestone process, leading to proposal efforts or a no-bid decision
- Manage assigned portfolio proposals as Proposal Manager, providing guidance to the proposal team and coordinating with internal organizations (Contracts, Security, etc.)
- Collaborate with proposal teammates on content and logistics. Develop win themes, proposal outlines, features/benefits, and proof points
- Ensure timely delivery of all required proposal materials. Support pre-award activities, customer queries, BAFO, and teammate engagement
- Establish and manage the proposal budget baseline and proposal schedule. Support other proposal activities
- Assist in proposal standup activities including project team orientation and establishing collaborative IT environments
- Research potential opportunities in new business databases
- Adhere to and enhance new business and proposal processes
- Support recruitment and hiring efforts for successful opportunities
- Other duties as assigned
Requirements
- Bachelor's degree in physics, mathematics, engineering, or computer science
- 12+ years of US Government or aerospace industry experience in technical or managerial roles
- 8+ years of industry experience in participating in Government technical proposals
- Experience analyzing RFP documents to develop and execute proposal plans
- Experience in leading proposal development, including process and conducting meetings/reviews
- Strong team building, time-management, and conflict-resolution abilities
- Excellent writing skills to articulate technical and managerial solutions aligned with customer needs
- Proficiency in documentation tools and collaborative environments
- Ability to interact and build positive relationships with customers, teammates, and colleagues
- Demonstrated ability in opportunity databases research
- Detail-oriented with good communication skills
Preferred Experience and Skills
- Domain knowledge in specific technologies such as OPIR, SDA, MW/MD, TI, or C2
- Experience with relevant organizations like USSF, MDA, SDA, or Intelligence Community
- Experience working with subcontractors and consultants
- Proficiency in Agile management principles, risk management, and project scheduling
