Blackburn Communities is a family-oriented development, construction and management company that expertly designs and builds luxurious multifamily communities in major markets across Texas, Colorado, North Carolina as well as Mississippi.
Position Overview:
We are seeking a Development Project Manager to join our Blackburn Communities team in Oxford, Mississippi. This Development Project Manager will work alongside senior management and play an integral role in all aspects of the development process, including land development, construction and operations of our communities.
Key Responsibilities:
- Work closely with the development team and consultants throughout the design, permitting, and construction phases of multiple communities.
- Review and communicate schedules, deadlines, and costs to the development team and other departments, as well as to consultants and contractors on multiple projects.
- Assist with cost management and control by monitoring monthly cost reports.
- Maintain project budgets and analyze impacts to project cost and schedules.
Additional Responsibilities:
Due Diligence
- Participate in the planning of development projects.
- Develop, maintain and manage development schedules that facilitate overall strategies for new communities.
- Obtain reports necessary for the design and site planning of new communities.
- Review those proposals to identify any potential issues.
Engineering and Design
- Review and assist with acquiring and negotiating contracts, payment requests, and payment receipts for third-party consultants and contractors.
- Facilitate communication with and coordinates deliverables from civil engineers, architects, traffic engineers, environmental consultants and others.
- Conduct regularly scheduled project coordination meetings.
- Review design documents, site plans, improvement plans, and plats for project coordinating to ensure projects are designed efficiently, to company standards, and within budget
- Recommend valuable engineering options when available.
- Coordinate with utility providers to understand costs associated with providing utilities to the project
- Help facilitate the timely and accurate planning, design and construction of all community infrastructure and civil related items including, but not limited to roads, water, sewer, drainage, detention ponds, electricity, gas, internet and telecommunication utilities, parks, community pools, trails and signage.
Entitlements and Permitting
- Coordinate with consultants, municipalities, and government authorities on submittals and permitting.
- Attend meetings with various governmental agencies, including local city, county and state officials, utility districts, etc.
- Establish and foster relationships with all governing authorities for projects/regions and be able to resolve issues with those authorities.
- Assist with the rezoning of properties by reviewing zoning ordinances, planned unity development documents and development agreements.
Finance and Budgeting
- Assist in the preparation of project development budgets
- Act as the liaison between banks, appraisers and management teams for deliverables related to plans and costs.
Construction
- Work closely with our in -house construction team on budgeting, plan reviews and scheduling.
- Coordinate with the construction team to ensure timely scheduling of consultants, inspections, re-inspections and building turnovers.
- Identify potential issues that could cause project delays or cost overruns.
- Manage and negotiate potential change orders with our in-house construction team.
- Acts as the liaison between development and construction from permit approvals throughout construction.
- Create construction contracts between development entity and in house construction team.
- Work jointly with our in-house construction and asset management teams to establish close-out procedures, including administering punch lists, reviewing testing reports and ensuring turnover schedules are met.
Preferred Qualifications:
- A Bachelor’s degree in Real Estate, Civil Engineering, Construction Management, Architecture or related field required.
- 2-5 years of residential land development experience, construction or multifamily experience preferred.
- Ability to read, interpret and evaluate civil engineering and building plans.
- Experience in land planning, zoning and permitting.
- Microsoft Office and Microsoft Excel Skills
- Organizational Skills, Attention to Detail Skills, Problem Solving Skills, Time Management Skills and Interpersonal Skills
