CNSide Diagnostics, LLC is a subsidiary of Plus Therapeutics, Inc. that develops and commercializes proprietary clinical diagnostic laboratory assays, such as CNSide™, designed to identify tumor cells that have metastasized to the central nervous system in patients with carcinomas and melanomas. The CNSide™ assay enables quantitative analysis and molecular characterization of tumor cells and circulating tumor DNA in the cerebrospinal fluid that inform and improve the clinical management of patients. The Company is on track to commercialize CNSide™ in the U.S. as soon as Q4 2024.

Summary:

The Director of Market Access is a pivotal team member within Plus Therapeutics and CNSide Diagnostics, leading efforts to develop and execute comprehensive pricing, reimbursement, and health economic strategies to ensure patient have access to the Company’s oncology product portfolio at the right time and in the right care setting. This U.S.-based leadership position reports directly to the VP Corporate Strategy and New Product Planning, and collaborates closely with internal and external stakeholders to drive favorable coverage policies and reimbursement outcomes, with an initial focus on CNSide™ launch readiness in the U.S.

Responsibilities:

·        Lead the development and implementation of pricing and reimbursement strategies and health economic initiatives to support product access and market growth.

·        Provide strategic oversight of product value demonstration and clinical evidence generation, maximizing health economics outcomes and developing value dossiers with Medical Affairs.

·        Identify payer, provider, and patient opportunities and barriers; implement initiatives and programs to increase product adoption.

·        Provide advanced reimbursement and health economic training and support to the Company’s sales organization and external stakeholders, including healthcare professionals, patient advocacy groups, and other relevant bodies.

·        Lead efforts to navigate and align stakeholders in coding and reimbursement processes, including CPT and Medicare payment rules.

·        Monitor and educate on industry trends, regulatory changes, and payer policies impacting reimbursement and commercial goals.

·        Collaborate with the Clinical team to integrate market access and payer perspectives into product development and clinical plans.

·        Gather and synthesize feedback for developing programs with health technology assessment agencies, NCCN, payors, and relevant patient associations.

·        Engage NCCN’s corporate team, understand NCCN priorities, develop key relationships with CNS Guidelines panel members, and explore collaboration opportunities.

·        Collaborate with clinical team to develop a publication strategy that established clinical validity, utility and economic value of therapeutic and diagnostic product 

·        Establish a communication plan to engage with Medicare Administrative Contractor (Novitas) representatives, including face-to-face meetings and presentations to address any concerns or questions that could impact reimbursement  

·        Create and present technical presentations to senior-level managers and medical directors at health insurance companies.

·        Effectively communicate and translate complex economic and reimbursement concepts into understandable and actionable information to Plus Therapeutics’ team, leaders, and customers.

·        Manage external market access consultants. Build and supervise internal market access team within 1-3 years.

Requirements:

·        Advanced degree in life sciences, healthcare administration/economics/policy, or a related field. 

·        10+ years of experience in biotech/medical device/pharma industry or management consulting, with increasing levels of responsibility and experience.

·        3-5 years of experience: Medical Science Liaison in oncology and/or Payor Access within oncology diagnostics sector and/or developing local coverage determinations and medical policy for new technology.

Knowledge and Experience:

·        Strong understanding of the U.S. healthcare system, including reimbursement and CMS and private payer policies,

·        Outpatient and inpatient coding (APC, MS-DRG, ICD-10), physician coding (CPT, HCPCS), Medicare and Medicare Administrative Contractors (MACs), Medicaid, and third-party payer issues. Experience with MolDX, DEX-Z code registration, and PLA submission pathways and processes preferred.

·        Proven success in developing and executing contracting, pricing, and reimbursement strategies for new medical device technologies and indications. Experience with oncology diagnostics preferred.
